ANNUAL DIRECTORS'MEETING -- April 24, 1991
The Association's Board of Directors met on Wednesday, April 24, 1991, at
10:30 A.M. in Valdosta at its NOrthside Drive office. The date for this meeting
was one week later than scheduled by the By-Laws, as agreed upon by the Board
members in letters to each member dated March 12, 1991, wherein each member's
signature has been affixed. The letters are attached hereto and made a part
of these Minutes.
President Gillis called the meeting to order with the reading of the Minutes of
the last meeting on April 18, 1990. They were approved as read. Directors
present were Mr. Powell, Mr. Cook, Mr. Tilton, and Mr. Prine. Both Mr. Vickers
and Mr. Roberts were absent. President Gillis said that Mr. Roberts had told
the Secretary by phone that he was no longer a producer and it was his suggestion
that the Board eliminate him as a Director. With so little production in Florida,
the President asked if one Director for that State shouldn't be eliminated
permanently, thereby leaving one Director for Florida, that office now held by
Mr. Tilton. Mr. Cook made the motion, Mr. Powell seconded, and it was approved.
The Secretary was instructed to so notify Mr. Roberts, expressing the Board's
appreciation for his service on the Board, and attaching the letter of notifica-
tion to these Minutes.
Mr. Gillis then asked the members to consider a proposal made by the building's
owner, Dr. Charlie Barnes, for us to vacate the two back rooms to give him more
space for his health-care business. The rent would, of course, be reduced
by half, to $350 per month. After some discussion, Mr. Prine made the motion,
Mr. Tilton seconded and it was approved. Mr. Gillis said he would contact
someone from the late Judge Langdale's family and offer his portrait to them. It
was further agreed that the various pieces of equipment in the back rooms, being
very old and completely outdated, should be discarded.
Pursuant to a motion made by Mr. Cook and seconded by Mr. Tilton, the Board
approved continuation of the $250 scholarship for the Queen. It was further
agreed, pursuant to a motion by Mr. Powell, seconded by Mr. Prine, to again
purchase 1000 calendars for 1992 at the cost of $5.27 each.
The President then asked the Board to approve reducing his salary by $2300
annually and adding that amount to the Secretary's annual salary. AFter
assurances that his remaining salary would cover his out-of-pocket expenses,
motion was made by Mr. Cook, seconded by Mr. Prine and approved.
Mr. Alton Carter was called in to give the Ballot Committee report, whereby all,
incumbent Directors were re-elected. Mr. Gillis thanked Mr. Carter, who then
left the room. The next order of business was the election of officers. Mr. Cook
made a motion that all present officers be re-elected, Mr. Tilton seconded the
motion and it was passed.
Invited guests were then asked to join the meeting. Mr. Charlie Grimsley spoke
to the group concerning his making of acid and paste as well as cups and aprons,
and said he had ample stocks on hand. Grady Williams reported on the Naval Stores
Conservation Program, his field work with Alan Hodges on plastic bags, and about
his getting into some research into a most unique gum collection system -- plastic
soft drink bottles. He said Mr. Feltham from Akzo would have more to say about
that. Mr. Gillis thanked Mr. Grimsley and Mr. Williams and recognized Mr. Jim
Feltham, President of Akzo Coatings, Inc. of Baxley.
Mr. Feltham spoke at length. He said if not for the drought last year, he
thought production would have been about the same as the previous year, maybe
even a little better. He said he planned to start out paying $3 more per
barrel for WW and WG and $1 more for lower grades, and hoped to do better if 4
possible. He talked about the gum that was collected in coke bottles. He said.
they took it to the lab and did laboratory distillation on it, deciding to
distill it without filtering. It factored out to over 11 gallons of turpentine,
per barrel and over 20 more pounds of rosin. The gum is so pure and clean, he
said, it eliminates some handling. It passed the toughest crystallization test
and graded out higher than X. He acknowledges there are a lot of unanswered
questions, but he is most enthusiastic about the possibilities. He said he
would like to encourage foresters and producers to keep this to themselves; that
the process has enormous potential and should be studied. In his opinion, for
such a labor-intensive industry, this could revolutionize it.
Mr. Gillis asked Mr. Feltham about the plastic bags as collectors, but he
doesn't think they are an improvement. The plant can't handle the bags and
they don't improve the quality of gum much over aluminum cups. He thinks the
uniqueness of the coke gum is that it isn't exposed to air. He said he
intended to check out the cost of the plastic bottles and hopes this will be
pursued further.
Mr. Gillis thanked Mr. Feltham for his appearance at the meeting and pledged
ATFA's support. He also thanked Mr. Feltham for their help in obtaining
double-headed nails for us.
After determining that there was no further business, President Gillis thanked
everyone for coming and declared the meeting adjourned.

Everyone missed you at the Board Meeting, but understood completely
why you were not able to attend.
Mr. Gillis asked me to let you know of the Board's decision with
respect to Florida Directors. Because Florida has so few producers
and so little production, and because you are not working anything at
the present time, the Board voted to eliminate one Director. This
means that Mr. Jack Tilton will remain the one Florida Director.
The Directors, and Mr. Tilton particularly, were concerned about
whether this situation had been discussed with you, and I told them
about our telephone conversation and that you had suggested the
4 Board might wish to make this change. They also expressed the hope
that you might be able to get back into production in the future, at
which time the situation regarding Directors could be reviewed.
Mr. Gillis and the other Directors asked me to express their apprecia-
tion to you for your service on the Board and to ask that you get in
touch with them if they can be of assistance to you at any time.
