that the American cotton farmer is not

receiving anything like the price that he
is entitled to receive under existing con-
ditions, |

I have before me the same publication

United States Department of Agriculture
marked for release Monday, July 3,
1950, iess than a year ago. At that time,
there was 10 cents a pound difference
between American Middling ~ 15/16
staple and the best grade of Egyptian
cotton. At that time Middling 15/16

cotton in Torreon, Mexico, was 7- cents.

per pound cheaper than American Mid-
dling. Cotton at Sao Paulo was quoted
6 cents a pound higher than American
Middling. Egyptian cotton was quoted
2 to 5 cents a pound higher than Amer-
ican Middling, and South American cot-
ton was auoted 7 cents a pound higher
than American Middling. This showed
that even in July 1950, when American

_ farmers were being required to plow up

_ part of their cotton that the world short-

age of cotton was already in existence
and that this shortage was not caused by
_the War in Korea.

Prior to these Government manipula-
tions, good American cotton always
brought more than South American cot-
ton and more than Indian cotton. Now
the American farmer is required to pro-
duce the cheapest cotton in the world
and to produce it in the most expensive
country of production in the world. You
had beiter keep these things in mind
when you go to plan your cotton crop
_ this year.

THE UNITED STATES GOVERNISENT
AND COTTON
According to the best information I

have been able to obtain, it seems that
the Government in Washington does not

-permit the export of cotton from this

country by private trade, but that all cot-
ton exports are handled directly by Gov-
ernment Agencies.

Allocations are made by our Govern-
ment to different countries of the world.
Our Government-fixes a quota which
may be exported to Great Britain, The

_not permitted to export the cotton

livered in Great Britain is worth about
'85 cents per pound. This would be in.

American cotton farmer does not enjoy oe
any competitive bidding for his cotton

ers, who use these goods, are paying the
world market price for the materials that
went into them, but the farmer who pro-

duces the raw materials in America is

not vermitted to get the world market
price for the raw materials and, of course,
American labor loses the jobs that went
into the manufacture of these products

According to the figures of the U. S.
Department of Agriculture, from 1910
to 1919 we averaged a total of 27,687,-
000,000 pounds of hogs and beef com-
bined. From 1920 to 1929 we averaged
28.146,000,000 pounds of hogs and beef
combined. From 1930 to 1939 we averaged
