- Letter dated March 29, 1966 in which Phil Landrum, U.S. representative for Georgia's Ninth District and staunch segregationist, reacts to the U.S. Department of Health, Education, and Welfare's policies with regards to Title VI. Title VI required federally funded programs not to discriminate on the basis of race, color, or national origin. Landrum criticizes the Department for abandoning the "freedom of choice plan."
