ANNUAL DIRECTORS' MEETING -- APRIL 18, 1990
The Association's Board of Directors met in its Valdosta office on
Wednesday, April 18, 1990, at 11 o'clock A.M. Those present were
Mr. Travis Cook, Mr. Lloyd Powell, Mr. K. D. Vickers, Mr. Jack Tilton,
Mr. Avery Roberts and President Jim L. Gillis, Jr., who presided.
Director H. D. Prine from Alabama was absent due to the illness of
Mrs. Prine.
The President called the meeting to order with the reading of the
Minutes of the last meeting held on April 19, 1989, and they were
approved as read.
The Financial Statement was reviewed, and Mr. Gillis noted operations
of about $30,000 in the red, and predicted with present dues and interest
income and monies on hand, the Association could probably operate 5 or 6
more years. The President told the members that the sale of the building
was finalized in July of 1989, and the lease of the present office space
at $700 per month would expire on July 1, 1992.
Mr. Gillis then turned the discussion to a proposed Constitutional Amendment
which, if passed into law, would mean that timber could not be taxed separately
from the land, and, in fact, would replace the annual property tax on timber
with a one-time assessment when the timber is harvested. Several groups
are working together to assure passage of this legislation, but it also
has a lot of opposition, so it will probably be a fight up to election time
in November. But it is hoped that with the backing of environmental and
conservation groups, the Amendment will pass.
The President told the Board of his most recent conversation with
Mr. Jim Feltham of Akzo Coatings, the only remaining gum processing plant,
who told Mr. Gillis that should the parent company stop buying gum, he would
let the Association know by September 1 before work for the next year
goes forward, but that as long as they could get at least 5000 barrels, he
didn't anticipate closure. In any event, Mr. Feltham pledged that Akzo
would work with producers in every way they could to keep the market open.
It was the feeling of the Board that the Association could not justify
purchasing and operating a still of its own because the cost would be
prohibitive.
Producer and ATFA member Alton Carter then presented the report of the
Ballot Committee wherein all incumbent Directors were re-elected. Nominations
were opened for election of officers and Mr. Cook made a motion that all
present officers be re-elected; the motion was seconded by Mr. Roberts and
so passed. Officers are Jim L. Gillis, Jr., President; Lloyd L. Powell,
Vice President; Joyce G. Lamb, Secretary-Treasurer; and Wade Coleman,
Legal Counsel. The Board then, upon motion by Mr. Cook and seconded by
Mr. Vickers, approved the customary $250 scholarship for the Queen, and upon
motion made by Mr. Powell and seconded by Mr. Tilton, the Board unanimously
approved purchase of 1000 1991 calendars at a cost of $5.02 each.
Mr. Gillis then asked invited guests to join the meeting: Grady Williams,
Charlie Grimsley, Wesley Hartley, Ed Herbert, Bill. Barrett and Foster Davis.
Mr. Grimsley reported no problems in making acid and paste and that he did
not anticipate any increase in the cost of these-or tins. Mr. Gillis expressed
his appreciation to Mr. Grimsley onltehalf of the Board. Mr. Davis reported
that the supply of tools on hand was adequate except for large dip buckets
and 14" hacks. The dip buckets are on order and expected in about two
weeks, but Mr. Spooner, the tool manufacturer, does not have any more
14" hacks, but it is believed that size hack can be eliminated.
Mr. Williams then addressed the meeting and reported that his agency is
still working with Alan Hodges on using heavy plastic bags to collect gun,
and that he has met several times with Don Register, a vocational agricultural
instructor at Tifton who has done a lot of work in mechanization. He also
indicates a lot of interest in FFA groups in naval stores projects.
Mr. Williams also told the members that his agency was investigating
the possibility of aluminum nails which would not damage sawmill
equipment. He further told the Board of efforts to find a manufacturer
for the #3 double-headed nails. Previous manufacturers have either
gone out of business or will not make the nails anymore. Mr. Williams
assured the Board that he would put forth every effort to find a
supplier as soon as possible.
The officers re-elected for the Association were also appointed to
serve Pine Gum Development Corporation. The Secretary was instructed
to attach the Ballot Committee's report to. these Minutes, as well as
a letter written to the Directors dated July 17, 1989, outlining
the developments concerning sale of ATFA's property at 1204 North
Patterson Street and the acquisition of other office space, the same to
be made a part of these Minutes.
President Gillis thanked all the invited guests for coming, and there
being no further business to come before the meeting, it was adjourned.

the building and acquisition of another office location.
I believe you are aware that the Board of Directors accepted the offer of $121,000 from
the Lowndes-Valdosta Arts Commission, after Mr. Langdale was not interested in paying more
than his original offer of $110,000 which also included all furniture, fixtures, pictures,
portraits and metal filing cabinets. Therefore, the Arts Commission will purchase the
building and the only items to be included are the conference table and 15 matching chairs,
the large executive desk in the conference room and the red judge's chair which goes with
it. The closing date has been set for next Tuesday, July 25; however, I will have until
Monday, July 31, to completely vacate the building. Our movers will be here on July 28.
Mr. Gillis and Mr. Travis Cook came to Valdosta recently and looked over and approved my
choice for our new location. We will be renting approximately 1000 square feet in a duplex
office building located in the Northside Professional Plaza at 101 Northside Drive. We
have signed a three-year lease at a rental of $700 per month, with all utilities included
in the rental price. Mr. Gillis and Mr. Cook were very pleased with the location and space.
The building is in a cluster of 6 or 7 office buildings occupied mainly by doctors. It is
a prime location about 15 blocks north of our current location, actually on the corner of
Patterson Street and Northside Drive. We feel certain that it-will please the entire Board.
Even though, at the Annual Meeting here on April 19, 1989, the Board gave its unanimous
approval for the President and Secretary to handle all matters relative to both sale of
