First, Newton gives historical background on the metaphor of Christ as shepherd, describing the historical roots of the Jewish people as herders. He then lists and describes the offices of Christ as shepherd: he instructs his people, he protects them, he comforts them, and he reclaims them when they wander from the fold. Also included is a loose note exhorting sinners to repent.
