You are hereby directed in persuance [pursuance] of your appointment as special agent of the Treasury for that purpose to proceed to North Carolina and there investigate and report upon the condition of certain Indians of the Cherokee Nation remaining there by virtue [deleted text: of ] and under the provisions of the treaty made with them by the Government of the United States on the
23d of May 1836 and known as the treaty of New Echota, with special reference to their loyalty or disloyalty to the United States now and during the late rebellion.
The name of each person will be given with such remarks as [unclear text: remittances ] may require. You will also make a careful and thorough examination and report upon the condition [deleted text: [illegible text] ] [added text: of the ] accounts of [unclear text: JW ] Terrell the last agent of the Treasury charged with the payment of the interest on the annuity set apart for said Indians under the aforesaid Treaty who at the breaking out of the late war had in hand as appears by the books of this department the sum of $21,134 96 and report whether the same can be collected.
You are expected to use all due dilligence [diligence] in carrying out the above instructions
