Thomas, as legal representative, requests that payment be made to Cherokees James and Susan Raper for their reservation. A note at the end of the letter indicates that Thomas sent a like request on behalf of Richard Downing.

The power of atto [attorney] of James Raper and wife Susan who formerly belonged to the Cherokee nation East is herewith enclosed As their attorney in fact respectfully ask payment of the amount due them, as heirs of Alexander McDaniel out of the sum awarded for reservation no 105. They now reside in cherokee country under the provisions of the treaty
