In Council Augusta,
Novr. [November] 5. 1787
To the Honble: [Honorable] George Elholm esqr. [esquire] Commissioner from the People of Franklin. --
Sir.
Your obleiging [obliging] and very friendly letter, I had the Honor to receive, and which was laid before the Executive: -- I have now Sir to return you (in behalf of the supreme power of this State) my warmest thanks for your assiduity ; as well as [added text: for the ] close attention you have paid mutually to the State of Georgia, and the people of Franklin. --
Impressed deeply as we are, for the welfare of all those who have had Independence enough to free themselves from British usurpation we cannot but be mindful of the good people of Franklin: and hope ere long the Interest of both : will be sincerely and lastingly cemented. --
In respect to the Policy of nations or Countries, one general observation, may not be amiss: -- "That those whosoever strictly addhear [adhere] to any Constitution, or principles agreed [deleted text: to ], and solemnly entered into: and who do not commit any Infringment [Infringement] ; on the priviliges [privileges] & rights of the People: such a people deserve

to be respected: -- and as such appears to be the present disposition of the Franks; we are happy in the opportunity of testifying our approbation of their Conduct, in respect to the State of Georgia: --
When we last had the [deleted text: [illegible text] ] [added text: pleasure ] to receive a communication from [deleted text: your Governor ] [added text: the Honble [Honorable] John Sevier ] (whom we respect) he informd [informed] us that [deleted text: you have of [illegible text] ] [added text: the People of Franklin ] was mett [met] for deliberation and that he wod.. [would] transmit us the [deleted text: deliberations ], [added text: result ], as soon as they should rise: as this Communication has not arrived; we are at loss to return any answer thereto: -- but shall embrace the earliest opportunity to do so, when we are favord [favored] therewith: --
I am directed Sir, to request your perticular [particular] attention; to our very serious Situation; and beg leave at the same time, it may be communicated through you to the [deleted text: Government ] [added text: People ], of Franklin: -- we have necessarily entered into a War with the Creek Indians; -- and for the expelling of which: -- the Legislature of this State

have passed a Law, entitled an "Act for the suppressing [deleted text: of ] the Violences of the Indians a Copy of which you carry with you. --
You will there find that they have not been unmindful of your situation. Its now Sir in the power of the people of Franklin, to render very essential Services to this State: and from the very generous and Liberal offers profered [proffered] us, we are Confident: we shall receive every assistance: --
should we find it necessary to send a Commissioner; into your country we do not hesitate to declare, he will be treated with that respect that the importance of his office was Justify and his own meritts [merits] deserve. --
permit me now Sir, to wish you a safe return and a happy sight of the [deleted text: [illegible text] ] [added text: People by whom you were commissiond [commissioned] ] in which I am joined by the Honble: [Honorable] the Executive: --
