To His Excellency George Mathews Esq [document damaged: r ] [Esquire] and the honoble [honorable] Council.
Moved with the Liveliest sense of obligation for [added text: your ] attention paid to the Franks (my Constituents) I feel it the most pleasing task; to solicit for a moment to give the due Thanks to the magnanim [document damaged: ity ] of Your Government; in the Name of my fellow Citizens.
Sensible off [of] : that when we Stood Singled -- Like a forsaken Youth; in the Field of Nations; embarrassed with Foreign and Domestic Difficulties; which generaly [generally] interferes with the happiness of every Infant Police -- You Sympathized in our sorrow! Took us by the Hand and through your Wisdom introduced us to the notice of Powers: -- We are urged with the fulest [fullest] [added text: sense ] of gratitude carefuly [carefully] to watch every favorable period: zealously; with an emulative Pride; with our Conduct to deserve the honor; and Confidence confered [conferred] on us; as a People.
Therefore; with a just patriotic satisfaction we view the happy and mutual Friendly Corespondance [Correspondence] established between us; Through an aspect of an equal promising Splendor: purely guided by the Helm of prudence on a Current of Circumstances that [deleted text: rolls ] [added text: wafts ] our political motives towards one interesting Point: where an unartificial Harmony must in time Confirm that the prosperity; and greatness of the one will yield

un-envied the Same to the other; mutualy [mutually] secured a Lasting Blessing to both.
But whilst I Survey our future National advantage I could not justify to pass unnoticed the Enthusiasm which fires the Breasts with alertness; of our threatened Citizens around us; at the present Conjuncture; arisen from a thorough Conviction; (gained by a long and sad experience;) that a joined Vigilence [Vigilance] is our only Safty [Safety] ; -- this give me a perfect Confidence to afirm [affirm] that actuated with a sympathetic Concern; my Country is Competent to Comply with its offer; which is founded on principles of redressing wrongs, and to prohibit as far as possible, further outrageous Savage Deeds: -- We are prepared to move in Concert with the opperation [operation] of Your Military Forces against our common Enemy and for that purpose a Detatchment [Detachment] of upwards of a Thousand men well ecouttred [accoutred] now waits on Your Excellency's Chief movements and command; with a reserve on occasion to encrease [increase] said Force two thousand Strong; well equibed [equipped] ; and at the same [added text: time ] ready for self-defence [defense] Should a main political Enterprize [Enterprise] be Leveled at our Quarter.
I Conclude; equaly [equally] Convinced of the importent [important] weight that Lays on your patri [added text: o ] tic Care; as Guardiance [Guardians] of Your Country; and what Evil that even the smallest apprehension of a disapointment [disappointment] or a neglect or misconduct of any indivitual [individual] might produce [added text: on either part ] ; and anxious to leave no Chasms where doubts might be harboured [harbored] to the prejudice of a well Concocted plan of opperation [operation] ; I beg Leave to recommend to your Excellency and Council if Consistent with your Wisdom that a Citizens from this State may be appointed on my return to Visit our Government at so requisite a juncture.
