Dear Sir
The command of the forces from Georgia, for the protection of the People of Florida, against the encroachments & Savage cruelties of the Semenole Indians, having been tendered to Genl [General] Pope by your Excellency & having been accepted by him. I was notified by Genl [General] Pope to hold myself in readiness to accompany him as his QuarterMaster (which appointment I had long held in his Staff) & the notice was met on my part with a promptness & perfect willingness to comply .
In your last communication to Genl [General] Pope, you suggest to him the propriety of being attended only by his Brigade Inspector & Aid-de-camp. Genl [General] Pope however not knowing, but that he may be sent on some expedition at the head of his own detachment & in that case a Quarter Master being absolutely necessary, he prefers having around him, his own personal friends, & not being compelled to select a staff officer after his arrival in Camp. Under these circumstances he is still anxious for his whole staff to accompany him, & I am not only willing but inclined (as a matter of duty) to share with

him, his privations & his dangers.
However having seen some regulations respecting the Militia service, (published since the hostilities in Florida) issued by the War Department of the United States; the fifth regulation of which, is in these words that "No Staff Officers will be mustered, or received into service, except the established regimental staff, & such general officers with their Aids-de-camp, as may be required to complete the organization of brigades or divisions, where the strength of the detachments renders such organization necessary."
Not Knowing, but that [deleted text: by ] a construction of the above regulation (different however from the one I should place upon it) might be placed upon it by the Commander in Chief of the forces in Florida, so as to exclude my services as Quarter Master in the Brigade, from Georgia, & thereby place me in a most embarassing [embarrassing] & unpleasant situation, after my arrival in Florida.
And being aware that you have lately seen Genl [General] Scott the commander of the army in Florida, on the subject of the forces to be sent from Georgia, I would thank you to let me Know, whether, the suggestion in Your communication to Genl [General] Pope was founded upon any thing that fell from Genl [General] Scott on the Subject, or from any construction you may have given the
