Dear Sir
Since my arrival in this neighborhood I have made some inquiry about the Reserve of Chemolly, and was informed by Springer Gibson Esqr [Esquire] that there was about 15 or 20 acres of cleared land upon it & in cultivation -- If you think it worth renting I will attend to [added text: it ] upon receiving your instructions to that effect -- I presume the tenant in possession will not object to paying a reasonable rent -- I have not been able to effect any compromise with Col [unclear text: Thomas ] -- Since I saw you- I recd [received] a letter from the Speaker in which he states It was his understanding that the Reserve was attached

to the lower [unclear text: sation [station] ] -- If I am not mistaken there has been several cases in which the intention of the Legislature has been [added text: adopted ] instead of the letter of the Act where it was manifest that the words were not the intention of the Legislature- for instance the words of the Lottery Act give to all persons who had served a tour in this State & who had been [illegible text] years a resident of Georgia a draw without saying 3 years immediately preceeding [preceding] the Act yet I presume the courts would require the 3 years to be immediately preceding the passage of the Act, and if it was not known that such was not the intention of the Legislature, the words of the Act explanatory of the first Act, would give those who served by substitute a draw --

my poverty & my interest must be my apology for troubling you about this matter- I preferred from the first referring it to some of our mutual friends knowing that you would dislike it, but no other propositio [document damaged] sent Col Thomas --
