To The Honble [Honorable] The Senate and House of Representatives,
I have been furnished with a copy of a resolution purporting to be from the committee on the State of the Republic requesting a copy of a report made by Colo [Colonel] Blair to this department also a copy of the instructions to the present commissioners appointed to treat with the Indians and also a copy of Mr. Gilmers report to Congress on the subject of Indian reserves -- . I am not apprised of any authority by which the committee have made this call, and therefore deem it improper to answer it except through you.
A Copy of Colo. [Colonel] Blairs report is herewith transmitted. The information contained in this document has already been of important use, and has no doubt had its influence with the President in the course which he

has adopted, and I take the liberty of suggesting the [deleted text: propriety ] justice of your providing for the compensation of the individual who obtained it, and whose account is now [deleted text: furnished ] sent.
This department has been furnished with the instructions under which the present Commissioners are to treat with the Cherokee Indians. But as I have not considered myself at liberty to disclose them to individuals I deem [added text: it ] still more improper to make them the subject of public communication.
Mr. Gilmers report upon the subject of Indian reserves has never been furnished this department.
