Sir
In consequence of your Excellency's application for a supply of Arms from the Indian Department for the Militia. From an earnest desire of Promoting the service, Tho' [Though] not authorised [authorized], I shall take upon myself to deliver whatever quantity can with propriety be spared, upon your Excellencys engaging to replace the same as soon as possible, or granting such certificates as the Superintendant [Superintendent] may approve of at his [unclear text: option ]

I have the honour [honor] of being with the highest respect Sir Your Excellencys most obt. [obedient] and most humble servant
