I have Taken The Liberty of Mention [added text: To Your Excellency ] by This a few particulars Relative To The Contemplated Treaty with The Cherokees I have discovered in The publick [public] [illegible text] Commissioners apointed [appointed] By The president and only regret that our worthy fellow Citizen Genl [General] Nunan was not One of The Number; My Reason at present by writing To you know it To Be your Earnest desire in all forwarding The Views of The State of Georgia and promoting The Great Interest of The people by The Extinguishment of The Indian title To Lands within The State you preside over as Executive will give you all The Information I am in possession of Relative To The disposition of The Indians some are desirous To Cede others are much opposed To any Cession But The plan Intended by The principal Chiefs particular Hicks and The Rosses [deleted text: [illegible text] ] Certainly would Be adopted If no Material Interfereance [Interference] is made or Little Incouragement [Encouragement] Could be Given Highly advantage [edge of document] To The Interest of Georgia I have Learnt [Learned] from Many Chefs [Chiefs] They Intend Meating [Meeting] our Commissioners by a select Commitee [Committee] or Commissioners of Their own for The purpose of Setling [Settling] all Claims [unclear text: &C [et cetera] ] I Expect Hicks and Rosses will be The Largest number That will be present as it is Intended all other Chiefs only Those nominated by Their anual [annual] Big Counsil [Council] which is in October To be and remain at home or absent from The Treaty

I have no doubt But This plan of Theirs was calculated for Money as presents secretly To Themselves and if The Treaty Could Be posponed [postponed] Till The Legislator of Georgia would make an appropriation for That purpose If They deemed it Expedient it would Effect a Treaty more Certain and Be of more worth Than Ten Times The money To Effect it a Large portion of The County Between Chattahoochy and hightower particular on The Lower Line of Georgia is Equal if not superior in soil water and health and as well adapted to Cotton as Madison County in Alabama The water and health quite preferable A Report has come from Hicks That The president has wrote To him To send two Members To Congress at The next Cession The Correctness of The Letter is doubtful But The Report from Hicks is certain I have understood Mr John Ross who is The principal Clerk of The Nation Has said The Cherokee nation is Indebted To The united state for Loans and arrearages One hundred and fifty Thousand Dollars which if could be obtained for The use of Georgia with the addition of Citizens Claims would Be a Large Bearing On The Nation, any Information from The Chiefs I would be willing To Communicate at any Time That would be of any Interest To The State
I am sir with High Esteem Your Excellencies [Excellency's] Ob Sevt [Obedient Servant]
[Signed] Jacob [unclear text: M Scudder ]
To His Excellency The Govenor [Governor] John Clark
