Sir!
I take the liberty of informing your Excellency that I had the honor of delivering the dispatches I was intrusted with to their several destinations at Fort Fidius -- After the perusal of your Excellency's letter, a conversation with Lieut. Col. Gaither led me to a certainty that I could not be supply'd [supplied] under his auspices; but as I was still in doubt w [added text: h ] ether the agent of the Warr [War] department would direct the Inspector to be appointed by Lieut. Col. Gaither, to muster my command; I wrote to Capt. Freeman on the Subject, and received the answer of which I have the honor to inclose [enclose] a copy to your Excellency.
I then proceeded to General Irwin who was pleased, together with Lieut. Col. Lamar to afford me their assistance in making my arrangements for the post at the White [unclear text: Bluff ] . By the recommendation of this last officer, I have intrusted [entrusted] the command of this post to Mr. Zacharia Lamar, an active, intelligent and well educated young man, much in credit in this country; with the reserve that your Excellency would please confer [deleted text: [illegible text] ] on him the appointment of Cornett -- As he requested particularised [particularized] Instructions for his conduct, I have the honor of inclosing [enclosing] a copy of those I gave him, untill [until] they might be substituted

by those your Excellency may please to enjoin on me. -- Lieut. Devereux has Since received orders to march at Fort Twiggs & I Shall Start to morrow for the country over- against the High Shoals of the Apalachia to recruit and leave a Cavalry guard under command of an intelligent Serjeant [Sergeant] there; as also to Warford's, untill [until] the officers that are to take charge of them have time to join their command.
The High Shoals (fort Mathews) being remote from the Settlement will require more fatigue duty to forage and [unclear text: approvision [provide for] ] the party than any other part therefore beg leave to recommand [recommend] that 4 dragoons more may be Stationed there; one dragoon to be taken from each of the three other Ports, which will hardly be felt.
The pecuniary aid your Excellency was proposing to make the advance of, will be the only means by which we can obtain Supplyes [Supplies] from the inhabitants; a little money in advance will procure us Some credit from the country -- I also beg your Excellency will please grant each station a proportion of ammunition, which Shall be carefully made use of.

Instructions for Zachariah Lamar 2d [2nd] [illegible text] 2d [2nd] State Dragoon Troop --

you will immediately take Post at the white Bluff on the Oconee River -- you will have your men Mustered as soon as your Command is completed by a Militia Officer of high Rank & forward to me a [unclear text: triplicate ] of the same in the form I shall furnish you with duly attested- [unclear text: enturing [entering] ] the day each man has entered Service -- you will constantly order a patrol of two men to Fort [unclear text: Fidius ] to return to your post [unclear text: next ] day & a like patrol to the post on your left at the [unclear text: Long ] Bluff -- you will keep a Strict discipline & suffer none of your Command to Straggle but keep them at their duty at your post -- you will grant no [illegible text] but in Case of Sickness you will cause the horses to be [unclear text: picketted ] every night & keep

a Centry [Sentry] over them & never Suffer them to go to grass but under a guard- you will [unclear text: cause ] a roll Called every evening & at that time have an inspection of horses, armes [arms], accoutrements & amunition [ammunition] &c. [et cetera] -- Shoud [Should] any Indian Appear at your Station or be met by the patrols in a peaceable manner they are by no means to be molested but warn them of the danger to Straggle among the inhabitants should any Indians or any other persons commit depredations, Robberies or murders on the Frontiers vicinity of your post you may ingage [engage] in the pursuit as far as in your Judgement the Safety of your party will admit & Seize on the perpetrators as plunderers by force of arms being always extremely Cautious in these Cases of ambuscades &c. [et cetera] In cases as aforesaid you may also Join any Commissioned Officer of high Rank in the Militia but by all means guard against being the

commanding officer of the Federal Troops in this State, but [added text: if ] your Command is in addition to those before mentioned I woud [would] inform you that nothing of the kind is Contemplated in my instructions from the Secretary of War dated the
14th last May I cannot therefore have your men mustered until I Shall receive orders for the purpose -- it is highly probable that his Excellency the Governor will make a Statement to the president of the united States of the reasons for increasing the number of [unclear text: horse ] & that I Shall [unclear text: receive ] instructions [unclear text: relatively ] to -- in the mean time it woud [would] be proper that you Shoud [Should] have your men mustered by some Militia officer of high rank that in Case you shoud [should] be continued in service at the expense of the union the commencement of such service may be Clearly ascertained

I have had so little time that I could not yet procure a horse, So that I shall prevail myself of the leave you were pleased to give me to ride your's the whole route.
The delivery of the letter to Mr. James Hamilton must have suffered some delays -- I mistook that Hamilton for the [added text: now ] dead one who used to live on the road to Georgetown -- I hope your Excellency will please excuse my not delivering the letter myself on that account -- I have forwarded it by a safe opportunity.
