To all Whom it may concern- Greeting
Know ye- that William Davies having been represented to me as a good Citizen of this state I have granted him my permission to travel through the Creek nation to the Western Territory and return- hereby charging and requiring him to conduct himself [added text: toward the Indians ] as an honest good citizen ought to do in strict conformity with the laws of this State and of the United States
In testimony whereof I have hereunto set my hand and caused to be affixed the Executive Seal this
nineteenth day of April in the year of our Lord eighteen hundred & two and of American Independence the XXVI
