J. T. Cochrane Esqr. Washington.
[same date, from my office to his]

My dear Sir,
I must trouble you, as usual, with questions and commissions:
Can you tell me, When did the commission under the 17th article of the Schermerhorn Treaty begin to act?
When did it close?
Was the $60,000 specified as destined to pay national debts for services receivd [received] from United States' citizens, an

independent appropriation?
So much for national affairs. Now for personal ones.
Is Mr Kurtz as ready to pay up the arrear of salary by this time, as I am to receive it? If so, what form of receipt am I to give?
The Indian Commissioner called on me last Saturday afternoon, at the Secretary's request, to ask what progress I was making, and when my labors would come to a close? -- If you have a chance, will you oblige me by telling General Parker that I have been ever since then preparing a written statement in reply, which I hope to complete on or before the middle of the week.

Yours ever truly
[Signed] JHP [John Howard Payne] ./
