Two story painted yellow brick house with simplified single story Doric columns on both porch and balcony, supporting entablatures. This was the original home of the second in command of the Augusta Arsenal. In 1973 it was named for Lt. Col. George Washington Rains, commander of the arsenal under the Confederacy, the first regent of the Academy of Richmond County, and dean at the Medical College of Georgia.
Slide annotated: "Paine Hall Augusta State U. Campus, Augusta (formerly Augusta Arsenal)." The annotation incorrect; Paine Hall is next to Rains Hall.
