Two-story stuccoed brick vernacular structure in the style of a Doric temple. There are simulated stucco lintels over the double entrance door and the windows. Four two-story stuccoed columns support a wooden pediment. Funds for Phi Kappa Hall were raised by Alexander H. Stephens of the Debating Club. For more information see Linley, John.
