INTRODUCTION
Employee salaries constitute a big part of local government expenditures, more than most people realize. Over one-third of county general revenues go to wages, and more than one-half of municipal revenues are spent on wages and salaries. Because of the large level of expenditures which they represent, pay levels are frequently the subject of controversy at budget time. Information about pay levels is also important when recruiting new personnel, and when considering adequate compensation for experienced staff members.
In order to provide Georgia's local government officials with a good base of information for making decisions on these vital questions, the Department of Community Affairs collects wage and salary information, and publishes this catalog of wage and salary levels.
How and Why Data is Collected:
In 1983, the Association County Commissioners of Georgia and the Georgia Municipal Association requested the Department of Community Affairs to undertake a survey of county and city salary levels. Since that time, the wage and salary survey has become an annual undertaking, conducted by the Department of Community Affairs with assistance of the Area Planning and Development Commissions and the ACCG and GMA.
The data in this survey was collected during November and December of 1987.
The main objective of collecting the data is to help local governments establish and maintain competitive and equitable salary levels for their employees. The data can serve as a useful guide in local government wage and salary administration, and as a valuable tool in the preparation of annual budgets. Careful analysis and use of the data can:
o assist in establishing salary levels which will retain experienced employees;
o streamline search and hiring procedures by offering knowledge of competitive salary levels;
o substantiate present salary levels, if nece-ssary;

o assist in establishing equitable salary levels; o aid in preparation ~f annual budgets; and o point to trends in wage and salary levels. The survey covers 85 job classifications, and includes brief descriptions of each position covered. (See Part I.)

A Note on ELSA and Public Safety Positions
The Fair Labor Standards Act (ELSA) regulates how and which employees are compensated for overtime employment. A federal court decision led to the application of these regulations to employees of city and county governments. In late 1985, compromise legislation was passed which allows local governments to compensate "non-exempt" employees (those who are exempt from FLSA requirements) with a limited amount of compensatory time at time and one-half rates instead of cash overtime payments (if the employee agrees to this compensatory time arrangement before the work is performed).*
This survey does not reflect whether or not specific jobs are "exempt" or "non-exempt", from FLSA requirements. A partial exemption, commonly referred to as the 7(k) exemption, applies to non-exempt (non-executive, administrative or professional) public safety jobs.** Section 207(k) allows public employers to establish work periods which are longer than the standard sevenday workweek (a regularly recurring set of seven consecutive days over which "hours worked" are to be totaled for determining the number of overtime hours for which an employee must be compensated at the time and one-half rate) . In contrast, work periods of between seven and twenty-eight days can be established for nonexempt public safety employees (regardless of actual work schedules or pay periods in existence, the work period selected does not have to correspond with either of these). It is important to remember that once the FLSA work period is established, it should remain fixed, but "permanent" changes are permitted. In addition, different work periods may be used for different public safety employees or groups of employees.
* Note: If the employer granted compensatory time for overtime prior to April 15, 1986 (the date the FLSA amendments went into effort), employees hired before that date needn't agree to the policy's continuation. The regs also specify that employers may require the acceptance of compensatory time in lieu of overtime as a condition of employment for new hires.
**Note: Section 213(b) (20) also excludes from FLSA overtime provisions firefighters or law enforcement personnel in jurisdictions which have fewer than five full or part-time firefighters or fewer than five full or part-time police officers.

As shown in the table below, Section 207(k) also permits an overtime "threshold" for non-exempt law enforcement staff equal to the equivalent of 43 hours per week and for non-exempt fire protection personnel equal to the equivalent of 53 hours per week.

Those non-exempt law enforcement employees who are working 28day week periods qualify for overtime compensation after working 171 hours, while non-exempt fire protection personnel must work 212 hours during the same period of time to be eligible for overtime compensation. Both groups can accrue up to 480 compensatory hours. Ambulance and rescue personnel who are an integral part of the police or fire department, or who have special training in the rescue of fire or accident victims and who are regularly dispatched to fires and accidents, are also eligible for the 7(k) special provisions; other ambulance and rescue personnel must be treated as regular employees, under the standard seven-day, 40-hour workweek.

How to Get the Most Out of this Data: 1. Look at comparative salary levels in other jurisdictions of
similar population size. 2. Look at comparative salary levels in other jurisdictions (both
counties and cities) in your immediate geographic area, to . determine what your competition is paying. Your county may be competing with larger jurisdictions for employees, and thus you may have to tailor pay plans accordingly to be competitive. 3. In smaller jurisdictions, the standard job descriptions may not adequately describe the "many hats" worn by staff whose responsibility it is to fill many different job titles. 4. Keep in mind that the salary reported may have been for an incumbent employee with several years' experience on the job who is probably on a higher salary "step" and receiving more pay than a new employee with the same job title. This is especially true in jurisdictions which do not have a pay plan. 5. In some cases, job evaluations may be necessary before making wage and salary determinations.

ADMINISTRATIVE, CLERICAL AND FISCAL JOBS

,County Manager - Directs and coordinates administration of county government in accordance with policies determined by Commissi"on Board or other authorized elected official. Appoints department heads and staff as provided by local ordinance and prepares annual budget and submits estimates to authorized elected official for approval.
County Clerk - Acts as clerk to Commission Chairman or Board, maintain all records and documents, receives and disburses funds, usually supervises other office workers.
Executive Secretary - Performs responsible and some complex clerical work of an administrative nature. Work requires the use of independent judgement, initiative, and discretion based on knowledge of administrative procedure. Supervision over others may be exercised.
Secretary - Performs routine to moderately difficult duties which may include typing, filing, collecting and recording monies, records maintenance, answering the telephone, composing correspondence, or taking dictation in shorthand or by machine.
Clerk Typist

Finance Director (Treasurer/Controller) - Directs all financial planning, accounting operations, procurement and investment of funds for the City/County. Analyzes financial records to forecast future financial position and budget requirements. Delegates authority for receipt, disbursement, banking, protection and custody of funds, securities, and financial instrument.

Accountant - Performs specialized professional work by maintaining accounts and records.

Accounts Payable Clerk - Performs any combination of routine calculating, posting and verifying duties to obtain primary financial data for use in maintaining accounting records. Records purchases (bills) on accounts, payments made to accounts, maintains balances.

PUBLIC SAFETY JOBS
Police Chief - Plans, directs, organizes and coordinates the activities of county police department in accordance with authority delegated by Board of Commissioners.
Assistant Police Chief - Performs highly responsible technical, supervisory and administrative work in directing the activities of the Police Department. Second in command to Police Chief.
Police Shift Commander - Directs and coordinates activities of police ~atrol officers by conducting roll call, relaying orders and messages from superiors, recording information, identifying arrested suspects in logbook and advises prisoner of charges. Also assists subordinates in performance of duties during an assigned shift.
Police Detective - Investigates known or suspected criminals, or facts of particular cases to detect planned criminal activity or clues. Also arrests or assists in arrest of criminals or suspects and testifies before court and grand jury.
County Patrol Officer - Patrols assigned areas of the county enforcing laws of the jurisdiction. May investigate or assist with same at the scene of accidents. Responds to citizen complaints or requests and arrests law violators.

Civil Preparedness Officer - Coordinates activities of workers engaged in preparing for combating disaster situations negotiates with civic professional leaders to develop implement survival plans in accord with local needs and State Federal policies. Also known as "Civil Defense Director".
Emergency Medical Services Director - Directs medical emergency
service program. Coordinate activities of persons involved in rescue, transportation, and care of accident or catastrophe victims, and others requiring emergency medical assistance. Maintains records of facilities and personnel, and periodically inspects facilities to insure capable to meeting area's emergency needs. Develop plans, and participates in training program for
ambulance and rescue personnel.
Emergency Medical Services Supervisor - Provides emergency care and treatment to the sick and injured. May schedule shifts, review time care, authorize purchase of supplies and assists the director in budget preparation, personnel decisions and daily administration. May be considered as Shift Supervisor.
Emergency Medical Technician (Advanced) - Provides emergency care and treatment to the sick or injured. Trained to operate the more specialized equipment. Must be certified as an Advanced E.M.T.
Emergency Medical Technician <Basic> - Administers first aid,.
treatment to and transports sick or injured persons to medical facility working as member of emergency medical team. Must ~ certified as a Basic E.M.T.
Dispatcher - Operates radio and telephone equipment to receive
process and dispatch calls to police, fire, emergency ambulance or
civil defense services. Usually required to maintain a log of
calls.

Fire Shift Commander - Directs and coordinates activities of firefighters during an assigned shift by conducting roll call, relaying orders and messages from superiors, recording information, participating in training. Also leads subordinates in performance of duties at a fire.
Firefighter - Controls and extinguishes fires, protects life and property, and maintains equipment as an employee of the county. Performs assigned duties in maintaining apparatus, quarters, buildings, equipment, grounds and hydrants. Note: This is an entry level position and does not include Engine Driver.
Chief Deputy Sheriff - Directs and coordinates activities of county sheriffs department which may include scheduling department which may include scheduling work assignments and deployment of manpower in patrol division and transmitting order to subordinates officers for execution; develops department procedures to serve as guidelines for proper conduct of patrol division activities, based on legal information and previous law enforcement experience.
Deputy Sheriff - Maintains law and order throughout the county and serves legal processes of courts. Also transports or escorts prisoners between courtrooms, prison, and medical facilities. May operate radio to deliver instructions to patrol unit.

Water and Sewer Superintendent (Supervisor)
Directs and
coordinates all activities or workers engaged in installation,
maintenance, repair, expansion and relocation of water
distribution and sewerage facilities. Inspects field projects to
confirm conformance to specifications. Confers with administrator
and technical personnel and personnel of other utilities to
coordinate department activities.
Sewage Treatment Plant Superintendent - Performs technical and supervisory work in directing all the operations and maintenance of the sewage treatment plant(s).
Sewer System Supervisor Directs and coordinates work of subordinate personnel engaged in installing, maintaining, repairing, servicing, enlarging, and relocating sewerage facilities. Determining need for material and equipment required ' to complete projects, such as type and size of pipe, fittings, cranes, bulldozers, welders or trenching machines.

Sewage Treatment Plant Operator. Class I - Performs both routine and more difficult technical work in operating the sewage treatment, sludge processing, and disposal equipment in wastewater sewage treatment plant to control flow and processing of sewage. Must be certified by State. Highest level .
Sewage Treatment Plant Operator. Class III - Operates sewage treatment, sludge processing, and disposal equipment in wastewater (sewage) treatment plant to control flow and processing of sewage. Must be certified by State. This is the lowest level of certification.
Water Treatment Plant Superintendent - Performs supervisory and technical work in directing the operation and maintenance of the water treatment plant.
Water Treatment Plant Operator. Class I - Performs both routine and more difficult technical work in the operation of water plant equipment and facilities on an assigned shift. Must be state certified, this level is the highest level.

Building Official - Performs highly skilled work in the inspection of building, electrical, plumbing and mechanical systems. Inspects a variety of buildings and construction projects and their infrastructures to determine if relevant codes and regulations are met.
Building Inspector - Performs technical work by inspecting new and existing building and structures to enforce conformance to buildings, grading and zoning laws and approved plans, specification and standards. Must be certified by State of Georgia.
TAXATION AND LEGAL PROCESS JOBS
Chief Appraiser - Plans, organizes, supervises and directs the accurate appraisal of real and personal property and the activities of subordinate personnel.
Appraiser I
Performs the more routine technical work in
appraising real and/or personal property to determine fair market
value. Must complete an examination approved by the State.
Drafter. Topographical - Draws and corrects topographical maps
from source data, such as surveying notes, aerial photographs, or
other maps. May accompany survey crew in field to compile
original survey data or to establish location of natural or
constructed landmarks.

Mapper. (Drafter. Assistant) - Copies plans and drawings prepared by Drafter or Appraiser, by tracing them with ink or pencil on transparent paper or cloth square, compass, pens and other drafting instruments. Makes simple sketches or drawings under close supervision.
peputy Registrar - Purges and maintains voter registration list, registers citizens to vote, maintains associate records and files.
Chief peputy Tax Commissioner - Performs highly responsible administrative and supervisory work in directing and implementing State tax laws, regulations and procedures in Tax Commission office.
Tax Clerk - Performs cashiering and recordkeeping tasks in the collection of real estate and property taxes.
Tag Agent (Clerk> - Performs clerical and cashiering work in the sell and collection of motor vehicle taxes and fees.
Chief Qeputy Court Clerk Performs highly responsible and independent clerical and fiscal work of a quasi-legal nature relative to the operations and functions of the Probate Court.
Tag/Tax Clerk - Performs clerical tasks associated with the selling of motor vehicle tags and the collection of property taxes, maintains records of same.
Chief Magistrate - Conducts preliminary hearings in felony cases to determine whether there is reasonable and probable cause to hold defendant for further proceedings or trial by Superior Court.
MISCELLANEOUS OTHER JOBS
Librarian - Performs professional level work by maintaining library collecting of books and other materials, providing assistance to groups and individuals in locating and obtainin9 materials, State Certification is required.

Eecreation Director - Plans, promotes, organizes and administers public recreation activities and services for entire community, under policies established by the county. Selects, develops and supervises paid staff and volunteers. Prepares budget and directs expenditure of department funds and keeping of department records.

Recreation Specialist - Coordinates activities of paid and volunteer recreation services personnel in public facilities such as community centers or swimming pools. Develops and promotes recreation programs such as music, dance, arts and crafts, cultural arts, and nature study. Interprets recreation service to the public and participat~s in community meetings and organizational planning.
