LABORATORY REPORT
In the following pages will be found the results of analysis
of a large number of samples of foods of miscellaneous
character which the inspectors have secured throughout
the State This bulletin also contains the analyses of a
number of samples of milk and cream as well as tests on
certain pharmaceutical preparations
The analysts on foods were Mr J 0 Clarke and Mr S
H Wilson Mr C R Clark analyzed the milk samples and
Mr H N Dumas examined the drugs
BACTERIA
From July 1916 Food and Drug Bulletin of Georgia
Department of Agriculture
Probably the largest amount of misunderstanding and
the greatest difficulty in interpretation of the analysis of
milk attends the report upon the bacteria The following
brief explanation of these reports will aid in interpreting
them
Disease GermsTyphoid fever tuberculosis diphtheria
scarlet fever diarrhoeal diseases and puobably tonsilitis
may sometimes be distributed by milk and these germs
except scarlet fever have been found in infected milk
However the detection of these germs in a single sample
of milk necessitates much work extending over a period4 MONTHLY REPORT
of many days In view of the fact that the laboratory must
examine large numbers of samples of milk this detection
of specific diseaseproducing bacteria is not undertaken as
a routine procedure Possibly this may be done some day
but at present it is impossible
Most bacteria are harmless some are deadly poisonous
and some are in between or semidangerousmay not
affect a strong man but may hurt a person who is not
able to resist them easilyfor example the infant or in
valid Many bacteria found in cow feces and in dirty milk
belong to this middle class of semidangerous bacteria
When kept warm with plenty of food as in warm milk
bacteria multiply rapidly perhaps as often as once in twen
ty to thirty minutes If a milk is produced with only a few
of these dangerous or semidangerous bacteria in it and
is allowed to remain warm these bacteria multiply rapidly
as do also the harmless kind After a few hours then we
have a milk which is much more dangerous than it was at
first Cold does not kill bacteria as frost does a plant
Cold simply keeps the bacteria from growing and multiply
ing in numbers It is evident then if we keep milk cold
below 50F or preferably below 40F the bacteria in such
a milk will not increase greatly in a few hours
Flies must be kept away from and out of milk for flies
carry dirt and bacteria wherever they gofrom the privy
to the milk for example Plies often carry disease germs
to milk which has otherwise been carefully handled It is
not enough to have your milkroom screened but you must
also keep the screen door closed otherwise the money you
spent on screening is wasted
Bacterial CountThe number of bacteria present in milk
is the result of a combination of several factors A highGEORGIA DEPARTMENT OF AGRICULTURE 5
bacterial count will be found if 1 The milk has become
badly contaminated with filth 2 The milk is kept too
warm 3 The milk is too old A high bacterial count
therefore indicates either excessive contamination exces
sive temperature or excessive age or a combination of
these factors There is no way of telling from laboratory
examination which of these factors is responsible in any
individual case but a high bacterial count is a clear indica
tion of improper methods in producing or handling milk
Milk produced under cleanly conditions kept at a low tem
perature and promptly delivered will have a low bacterial
count Of the three disturbing factorsdirt temperature
and agetemperature ordinarily plays the largest part in
producing a high count The quicker the milk is cooled
and the cooler it is kept the lower the bacterial count
Interpretation of Bacterial CountSince the bacterial
count varies with conditions and with seasons it is diffi
cult to set any reliable bacteriological standard The fol
lowing will give a general idea of how such numbers should
be interpreted

The bacterial count will vary with the season being
higher in summer than in winter The cause of this is the
greater difficulty of keeping milk cool in summer If care6 MONTHLY REPORT
is taken to keep it sufficiently cool the count should not
be any greater in summer than in winter
The bacterial count will vary with the time elapsing be
tween milking and delivery to the consumer Within limits
of twentyfour hours however a thorough cooling of milk
will greatly retard the growth of bacteria so that thor
oughly cold milk may be delivered any time within twenty
four hours and still show a low bacterial count Where a
dairy is close to the consumer so that the milk may be de
livered within twelve hours of the milking there should
be no difficulty for a dairyman who takes ordinary care of
his milk in having a bacterial count below 10000 If the
reading is above that it is usually due to lack of sufficient
cooling to unsterilized milk vessels or unclean methods
or to a combination of these factors
Rules for Lowering Bacterial CountIf the bacterial
count is persistently high it indicates something wrong
In attempting to remedy the condition attention should be
given to the following points
1 TemperatureBacteria multiply at temperatures
over 60P with inconceivable rapidity Milk which is clean
at the start and has been received into sterilized vessels
if kept for a few hours over 60 vill contain very large num
bers of bacteria On the other hand milk even if received
in unclean vessels and fairly dirty but cooled at once to 40
and kept at this temperature may after several hours
show a lower bacterial count than a better sample of milk
which had been allowed to become warm
Quick and efficient cooling is one great essential in the
production of a good milk The use of ice is necessary as
the well waters of Georgia are seldom cold enough to sufGEORGIA DEPARTMENT OF AGRICULTURE 7
ficiently cool milk The sooner milk is cooled after milk
ing to a temperature below 50F the longer it will keep
sweet It is the growth of bacteria in milk which causes
it to sour and bacteria grow faster in warm than in cold
milk
2 Unclean Milk VesselsApart from temperature un
sterilized milk vessels are probably the greatest factor in
producing a high count It is very difficult to clean milk
vessels thoroughly and almost impossible to sterilize them
unless the dairyman has access to live steam Even after
most thorough washing bacteria will be left in the milk
pail which can only be removed by live steam If the
dairyman has no live steam at hand he should do as well
as he can with plenty of boiling water and take the oc
casion as frequently as possible to get his milk vessels
sterilized at a neighboring creamery where live steam is
available
3 AgeBacteria increase rapidly with age and under
ordinary conditions of temperature the best milk in 24 to
48 hours will show a high bacterial count Hence the de
livery of milk should be as soon as possible
4 DirtBacteria in milk come chiefly from dirt that
enters the milk and other things being equal the larger
the amount of dirt the higher the bacterial count Hence
all of the factors mentioned above for avoiding dirt in milk
will tend to reduce the numbers of bacteria Clean milk
ing rooms clean vessels clean milkers and clean cows are

STANDARDS AND DEFINITIONS FOR
MILK AND CREAM
MILK is the whole fresh clean lacteal secretion obtained
by the complete milking of one or more healthy cows
properly fed and kept excluding that obtained within fif
teen days before and ten days after calving It contains
not less than 325 of milk fat and not less than 85
of milk solids not fat The bacterial count should not be
over 100000 per cubic centimeter Milk with over 500000
bacteria per c c is dangerous
CREAM SWEET CREAM is that portion of milk rich in
milk fat which rises to the surface of milk on standing
or is separated from it by centrifugal force and is fresh
and clean It contains not less than 18 of milk fat The
bacterial count should not be over 250000 per cubic centi
meter

HEAVY CREAM is cream that contains not less than 40
of milk fat
SKIM MILK is milk from which a part or all of the cream
has been removed and contains not less than 925 of
milk solids
PASTEURIZED MILK is milk that has been heated below
boiling but sufficiently to kill most of the active organ
isms present and immediately cooled to 50 degrees Fahren
heit or lower
STERILIZED MILK is milk that has been heated at a tem
perature of boiling water long enough to kill all organisms
present
BUTTERMILK is the product that remains when fat is re
moved from milk or cream sweet or sour in the process
of churning It contains not less than 85 of milk solids
not fat
ICE CREAM a is a frozen product made from cream and
sugar with or without a natural flavoring and contains
not less than 8 of milk fat
FRUIT ICE CREAM b is a frozen product made from
cream sugar and sound clean natural fruits and con
tains not less than 8 of milk fat
NUT ICE CREAM c is a frozen product made from cream
sugar and sound clean nonrancid nuts and contains not
less than 8 of milk fat
The bacterial count in ice cream may vary within wide
limits and in clean wellhandled ice cream it will be consid
erably higher than in milk or cream

HOMOGENIZED ICE CREAM d is a product resulting
from the freezing of a milk or cream which has been
treated before freezing in such a manner as to alter its
physical properties with particular reference to the condi
tion and appearance of the fat globules
It should not be sold as ice cream but as Homogenized
