Program Gives Protection
From Cholera Losses

By PHIL CAMPBELL |
Commissioner of Agriculture

inity that is not available to swine grow-
s in any other state. Since ours is the
aly state to have an active cholera era-
cation program, Georgia hog farmers
ve the only hog farmers in the nation
iat can be protected from loss due to
.oleraif they will only take the neces-
_ry steps to qualify for the program.

- The state program to eradicate hog
1olera from Georgia is moving along
:pidly. Already more than one third of
e counties, representing 60 percent of
e hog population in Georgia, have quali-
2d for the program which protects the
rmers in these counties from loss due to
1olera,

Counties that have not come under
.e program and the hog growers in these
uunties face serious loss due to cholera
iless they inoculate their hogs and pre-
ire for the coming months. Now, while
e infection is relatively low is the time

vaccinate all of your hogs.

During the winter months of the year,
g cholera is at a comparatively low
1b and farmers are fairly free from wor-
over new outbreaks of the costly dis-
se.

However, spring is just around the
ner and the warmer months (April-
ine) ahead will bring with them a
reat of new cholera outbreaks. The
ing to do is prepare now for spring.
nis threat can be nipped in the bud if
g farmers will act now and vaccinate
eir hogs against cholera infection.

There is really little more sense in a
ig farmer failing to vaccinate against
olera than there is a cotton farmer fail-
g to protect his crop from the boll
evil.

If a county will achieve and maintain
60 percent vaccination level of the hog
pulation in the county, swine growers

that county will receive indemnity
yments for any hogs lost due to cholera.

Every hog farmer in Georgia should.

ail himself of this cheap insurance

ainst losses due to hog cholera.
This disease has been costing the hog
emers of Georgia approximately 3 mil-
m dollars annually. We are now look-
g forward to the day when this drain

your profits will be eliminated.
Do your part to make Georgia the
hog producing state in the nation to
ate cholera... at the same time
_be doing yourself a favor by

Social Security Tips

(Eugene Rawls Atlanta District Office Social Security
Agent Offers Social Security Advice To Farmers)

Payment of social security tax for
1962 is due in Internal Revenue by April
15, 1963. A farmer must pay the self-em-
ployment tax if his net income from his
farm is $400 or more. This tax is due even
though no income tax may be due.

Some self-employed farmers may be
entitled to use an optional method for

figuring their net earnings from the farm
for social security credit.

(1) If your gross income from agricul- 3

tural self-employment is not more than

$1800, you may count as your net farm |

earnings either your actual net or 2/3 of
your farm gross income;

(2) If your gross farm income is more
than $1800, and your net farm earnings
are less than $1200, you may use either
your actual net or $1200;

If your gross farm income is more
than $1800, and your net farm earnings
are $1200 or more, you must use the ac-
tual amount of your net earnings.

Use of the option will enable farmers
with gross income as low as $600 to ob-
tain social security protection for them-
selves in their old age, or, if they become
disabled, and for their survivors in case
of death. Regardless of the way in which

you figure your net earnings, you must -

have net earnings of at least $400 (from
farming alone, or in combination with
other self-employment earnings) to get
social security credit for the year.

Some farm owners who receive cash,
rent, or crop shares from tenant farmers
can get social security credit for such in-

come. If the farm landlord (or his agent), 4

under his agreement with his tenant, ma-
terially participates in the production or
management of production of the farm
crops raised on his land, this income may
be credited for social security purposes
and subject to the social security tax,

Farmers who havent paid self-em-

ployment tax in past years may wish to
use this optional method now and pay

the back taxes, The last chance to cor- 4

rect and report 1959 income under the
optional method is April 15, 1963.

Information regarding taxes due and

tax return forms can be obtained from
the Director of Internal Revenue in At-
lanta, Ga. If you have any questions
about old-age, survivors, or disability in-
surance, contact the social security rep-
resentative who visits your town or visit
the local social security office nearest
where you live. You can get the address
of the social security office serving your
area from your post office.

Question: I am a farmer and employ farm
hands. I know I should have reported
their wages, but I havent because
they refuse to give me their social
security numbers and object to hav-
ing. the tax withheld from their
wages. What must I do?

Answer: Report the employee by name
with the amount of

and address
wages paid during the year. Lack of
consent of the worker or the work-
ers failure to furnish a social securi-
ty account number does not release
the employer from his obligation to
make a report of the earnings and
pay the tax promptly.

Question: I am an employer of some farm

workers who do not work steady.
Who must I report?

Answer: You must report all the em-.

ployees to whom you paid $150 or
more (in cash) during the year. Also,
report all employees who worked on
20 or more days during the year (no
matter how many hours) and were
paid on a time basis rather than on
a work done or piece rate basis.

Question: As an employer of farm work-
ers covered by. social security, when-
must I report their earnings?

~ Answer: Your report must be filed, and

the tax paid, by January 31, for the
covered wagcs paid in the preceding
RR year, : tor SERESRE CTA Ss teas
