Commissioner

47. ATLANTA, GEORGIA, WEDNESDAY, AUGUST 15, 1962

_ The efficiency of America's farmers
has released so many people from the
farm that there has been a sharp decline in
the population of rural areas and therefore
on increase in the population of urban
areas. As farm families and farm labor
and the shop keepers who used to provide
for these families move into the cities fo
find new work and epportunities the city
population growth presents serious prob-
lems.

_ The tragedy of modern society in the
United States, the highest civilization yet
developed on the face of the earth, is that
in our large meiropolitan areas, men and
women fear for their lives by day and fear
for their lives by night. They do not have
the protective guarantees of the Constitu-

Americas New Problem

INTRODUCTION
BY PHIL CAMPBELL

Commissioner of Agriculture

tion for Life, liberty and the pursuit of
happiness..."

This sudden expansion should not
necessarily mean a lessening of moral stan-
dards and higher crime rates. Our cities
must be kept clean and as free of crime as
possible so that they will continue fo be
good home sites for their native citizens
as well as for the newcomers from outlying
rural areas. :

Let's not fet our large cities in Geor-
gia such as our state capital and other
urban areas become unsafe for our wives
and children. Let us NOW take precautions
against the fear and moral deterioration
that exists in too many of Americas cities
today. :

In this interest, the following editorial
from The Seattle Times is reprinted.

ich as Seattle was set forth by Eric
evareid in an article on this page two

This thoughtful writer appropriately
ascribed New York and other older
rge cities as having become great
t-hills . .. where ugly skyscrapers go
, Shops and graceful homes are oblit-
ated, their inhabitants are forced away,

walks, breathe the fine mist of dust, ab-
sorb the hammering noise night and day,
and telephone in vain for carpenter or
plumber...

Thousands of New York women no
longer attend evening services in their
churches. They fear assault as they walk
the few steps from bus or subway station
to their apartments. The era of the med-
ieval footpad has returned, and, as in the
Dark Ages, the cry for help brings no

(As reported by United Press Internation-
al, published in The Atlanta Journal,
April 3, 1962.)

Group Fails
In A-Protest

Geneva Sixty American and Brit-
ish women, launching an urgent appea.
for speedy agreement at the 17-nation dis-
armament conference, have failed in their
pleastothe U.S. delegation to halt Presi-
dent Kennedys plan to resume atmos-
pheric nuclear tests.

The 51 American women, who flew
here representing the Women Strike for
Feace movement, and a British group
called Mothers Against War emerged
disappointed Monday after separate calls
on the chief U. S. negotiator Arthur H.
Dean,

But the women vowed to keep up
their anti-nuclear fight.

They gave Dean a copy of a petition
signed by 50,000 Americans urging an
end to nuclear tests and genuine disarm-
ament now which they plan to present
to the Geneva conference.

Mrs. Martin Luther King, Jr., wife

of the Atlanta minister and Negro inte-

gration leader, said she felt the womens
mission here might help to create a cli-
mate for some agreement, but primarily
should stimulate people around the world
to join the movement. :

Mrs. King, in a statement echoed by
many of the American women, said she
was here because I am convinced that
disarmament and suspension of nuclear
tests may well be mankinds last chance
for survival. We want to point up the
gravity of the situation.

*Mr. Dean did not show any signs of
changing the U. S. position on tests, said
Mrs. Dagmar Wilson of Washington, D.

C, founder of the American movement.

He was extremely firm and used
technical arguments and the question of
security and Americas allies.

But this is no longer a technical
matterit affects the lives of humans
everywhere. We are determined to change
the minds of the men here.

(NOTE: We have not read in the
press where Mrs. Martin Luther
King of Atlanta and Albany is pro-
testing the present series of. RUS-
SIAN nuclear tests. Or where she
protested the first series of RUS-
SIAN nuclear tests which required
the United States to resume testing,
WHY???)
