What farmers must file tax returns? :

_If you are under 65 years of age at the end of the tax
year, you must file if you have gross income of $600 or
more during your tax year. If you are 65 years of age or
older, you must file if you have gross income of $1200 or
more. These rules hold true whether or not any tax would
____be due on the return. In addition, you must file a return
____ if there is any self-employment tax due. The self-employ-

_ ment tax is a tax imposed on farmers and other self-em-

_ ployed persons to give them social security coverage. There
are special rules pertaining to the self-employment tax on
farmers. That the basic requirements for filing, the $600
and $1200 figures mentioned previously, are based on gross
_. income and not on net profit.

__ What tax return forms should farmers use?

The Form 1040 is the one to be used by farmers. Form
__ 1040A cannot be used as it is designed for persons whose

income is solely from wages and a small amount of divi-
__ dends and interest. Farm income and expenses should be
____ listed on Schedule F. This is a separate schedule designed
for farmers and is attached to and becomes part of the
Form 1040.

a When is the tax return due?

There are special rules for farmers; to qualify, two-thirds
of your gross income must be from farming. For purposes
of stating specific dates that returns are due, use the year
1961 Gs an example. A farmer has a choice. If he does
not wish to file an estimate of his tax, he can file his re-
turn and pay the tax due by February 15, 1962. Or he can
file an estimate of his tax on Form 1040ES and pay this
amount by January 15, 1962. If he does this, the Form
____ 1040 and any tax owed on it will be due by April 16, 1962.
= Normally, the return is due on April 15, but that date falls
: on a Sunday in 1962. File returns as early as possible.
With millions of returns being filed, we need the coopera-

tion of those who are able to file early so that the returns

can be processed as economically and as efficiently as
possible.

Are farmers required to file any other tax forms?

Some of them are. If a farmer hires an agricultural em-
ployee for cash wages for 20 or more days during a. year
or pays him cash wages of $150 or more during a year, he
_ must withhold the social security tax from these wages.
He then must file Form 943 by January 31 of the following
year and forward with this form the withheld tax and an
equal amount representing the farmer's share. For wages
paid in 1961, the amount to be withheld from the employee
is 3 percent of his wages. For wages paid in 1962, the
- amount to be withheld is 2% percent. If you have aari-
cultural employees, get a copy of Circular A from your

What types of income are taxable to the farm

Generally, all farm income is taxable. Amounts rece
for sales of crops, livestock, poultry, and dairy prod
for sales of gravel, sod and timber, soil bank payments,
other Government payments must all be included i
come. Some of these items receive special treatment
der certain circumstances. All nonfarm income is also
able to farmers unless specifically exempt. For insta
income such as dividends, interest, rents and royalties,
other business income is taxable to farmers just as it |
nonfarmers. et

What income is exempt?

There are a number of items; among the more common

municipal bonds, gifts and inheritances, loans and the
payment of loans owed to you, war veterans pensions,
eral income tax refunds, and life insurance proceeds
ceived because of death. There are others, of course.

Do some farmers receive special treatment un
certain circumstances?

Yes. One is loans obtained from the Commodity |
Corporation. Normally, a farmer would report the inco1
from sales of commodities in the year of the sale. Ho

commodity to elect, if he so desires, to report the loa
income in the year received. If any amount over the ame
of the loan is received in the year of sale, the exc

However they should be systematic and show all the receipts
and expenditures for the year. They should also show the
cost of so-called permanent assets and additions or im-

provements to permanent assets. These are assets and im-

provements having a useful life extending substantially be-
yond the taxable year in which purchased. This is neessa
because the cost of these assets may not be deducted *
the year they are purchased, but a substantial portion of
their cost may be deducted as depreciation over the period

of their usefulness in the farm business.

Any other advice on records?

Be sure to keep all documents which can be used as evi- _

dence of a transaction such as cancelled checks, sales
slips, inyoices, and receipts. On an audit of a return, those
items would be needed. Before we leave the subject of
records, it is certainly to the farmer's or any other business-

mans advantage to keep as good and complete records as

possible. Good records not only enable the preparation. of
an accurate tax return, but are an invaluable business as-_
set. They are useful in credit applications, for measuring
the efficiency of the farming operation, and for innumer-
able other business purposes. ;

There are special rules regarding the self-em- o nc
ployment tax on farmers. What are they?

The self-employment tax, of course, provides social security

coverage for self-employed persons. Normally a person ae

must have net earnings from self-employment of $400 or
more before this tax is due. An optional method for farm-
ers enables them, under certain circumstances, to pay the

self-employment tax and obtain social security coverage

even though their net earnings from self-employment are
less than $400. Or, in other cases, it permits the payment
of a larger self-employment tax than would be due under
the regular method, thereby enabling the farmer to receive
a larger credit towards social security benefits.

What is the optional. method?

The optional method differs depending on the amount of
gross income. If a farmer's gross income from farming is
more than $1800 and his actual net earnings from farming
is less than $1200, then $1200 is considered under the op-
tional method to be the net earnings from farming. For
example, if the gross income were $1900 and net earnings

ye

were $650, then $1200 may be treated as the net earnings _ =

from. farming. If gross income is $1800 or less, then two-.
thirds of the gross income can be treated as the net earn-
ings. If the gross income were $1500, then two-thirds of

SEs

that amount, $1000, would be treated as the net earnings a

under the optional method. However, if the gross income
were less than $600, then two-thirds of gross income would
be less than $400 and no self-employment tax would be due

under the optional method. Of course, if his actual net

earnings were $400 or more, the self-employment tax would
be due if he used the regular method. The optional method
is only to be used for determining the self-employment tax,
and then only if the farmer wants to use it; it is not to, be
used for determining your income tax.

Who can use the optional method?

All farmers can use the optional method except those who
have gross income from farming of more than $1800 and
net earnings from farming of $1200 or more. If either of
these conditions is not present, the optional method may
be used; other persons must use their actual net earnings.
