Livestock Barn Closes
Leaving Unpaid Debts
- By PHIL CAMPBELL ~
Commissioner of Agriculture
The Gordon Roberts Livestock Co.,
of Baxley, closed its sales barn after a
sale on July 15 and the companys checks
have been dishonored since July 19. An
audit disclosed that the company is in-
debted to farmers and others for about
$45,000.
Iam calling on a bondsmen of the
Gordon Roberts Livestock Co. to make
good the amount of the bond carried,
which will only partially pay their debts
left after the sales barn ceased operations.
Efforts made to reopen the sales barn
and pay off the creditors failed. Negotia-
tions have been going on since the barn
closed. The Department of Agriculture
has participated in the negotiations to
determine the extent of liability, if any,
under the law. A list of the outstanding
checks has been filed in my office.
Records show that the Gordon
Roberts Livestock Co., Inc., was incorp-
orated in Georgia with M. M. Monroe, Jr.,
-and W. J. Monroe of Waycross and Joyce
Roberts of Baxley as principal stock-
holders.
In the next session of the General
Assembly, I intend to call on the assembly
to amend the livestock dealers bonding
law. The present law requires only a
$25,000 maximum bond which I do not
feel is sufficient.
(b) his estimate of the acre value of his
land (not including the value of buildings
and other improvements), and (c) the ac-
_ reage of each of the crops grown on his
farm in 1957 and in 1958.
Each State ASC Committee sets a
deadline date for farmers to request the
setting of Conservation Reserve annual
payment rates. In most States, this date
is October 10, 1958. In some States, it is
earlier. Any State or County ASC Office
can give you the local deadline for re-
questing the establishment of payment

Dept. To Stop Roadside Sale
Of Inferior Quality Pecans
By PHIL CAMPBELL
Commissioner of Agriculture
The Georgia Department of Agricul-
ture intends to put a stop to the sale of
hollow and inferior quality pecans on the
states roads and highways.
From all indications hundreds of tour.
ists and other travelers are gypped each
year by unscrupulous roadside peddlers
who unload thousands of pounds of no-
good pecans on unsuspecting members of
the. public.
The Department of Agriculture, the
Department of Commerce, many of the
individual Chambers of Commerce and
even the Governors office regularly re-
ceive letters from tourists and others _
complaining about pecans bought from
roadside stands in Georgia.
The Southeastern Pecan Growers As-
sociation which is made up mostly of
Georgia producers is bitterly opposed to
such sales and has requested that some-
thing be done to stop them.
It is a shame and a disgrace that feos
gia, which is the nations number one
producer of improved varieties of. pecans,
should have a reputation as a source of
such poor quality nuts.
I have instructed inspectors of the
Department of Agriculture to take im-
mediate steps to halt the sale and distri-
bution of such pecans to the public. If
necessary we will go to court to protect
not only visitors to our state but our own
people as well.
If Georgia is to build its reputation
as a pecan state it must do so on quality
we can never build a good reputation
by selling what amounts to little more
than trash.
| Conservation Reserve Participation Program
therefore, interested farmers who miss
this deadline will be too late to get land
into the Conservation Reserve during this
signup period).
2. Each farmer who requests by the
deadline date mentioned in Step 1 the
setting of a maximum payment rate for
his farm will be notified by the County
ASC Office of the rate established. This
rate will be on an application form and
is the maximum rate for his farm. If after
learning of the maximum rate he wishes
to put land in the Conservation Reserve

he must file the application form with
his County Office before the local dead-.
line date. This deadline date varies be-
tween States. If funds are not sufficient
to accept all applications, contracts will
first be awarded to applicants offering
land at less than maximum rates. There-
fore, the producer may offer his land at
less than the established maximum rate
if he desires.
ate Each State ASC Committee sets a
_ deadline, not later than October 24,
1958, for farmers to return their signed
applications to the County ASC Office.
Any State or County ASC Office can give
you this local deadline for returning sign-
ed applications.
3. If the farmers application is approv-
_ ed, he is notified from his County ASC
_ Office that a 1959 Conservation Reserve
_ eontract is ready for his signature. He
_ has 15 days (from the mailing date of the
- notice) to sign the contract.
__ 1. The Conservation Reserve is the only
. art of the Soil Bank program available.
his is the long-range program, in which
_ afarmer puts cropland under contract for
8 or 10 years. The government shares
with the farmer the cost of putting an
- approved conservation practice on the
_ reserved land planting trees or grass
or wildlife cover, or building dams for -
water conservation or for fish production.
_ (The Acreage Reserve, the short-range
_ part of the Soil Bank, ends with 1958
_ calendar year).
Conservation Reserve payment
rates average higher for 1959. The na-
tional average annual payment rate is
a payment rate 10 percent higher that
- the regular rate. For example: The rate
per acre.
