Could Insure Program

Free milk for children in the first two
r three grades of every school in Georgia
s long past due. Not only are many child-
en having to do without milk they badly
eed but Georgias dairy industry is los-
ng thousands of dollars in federal funds
ach year.

In my opinion it is time we all got to-
ether and worked out a program that
vould give children free milk in the first
wo or three grades. I am convinced that
t can be done.

_As a lifelong supporter of better edu-
ation in Georgia and as an exponant of
ducational improvements while a mem-
ver of the Legislature, I am certain that
he states educational needs will receive
t more sympathetic ear if the childrens
realth and physical welfare are occasion-
ally placed first by promotion of such
wrograms as the Federal school milk pro-
ram.

- Actually there would be only three
major provisions involved in such a pro-
gram:

1. Distributors must sell milk in bulk
or use in dispensers at the rate
af five cents or five and one-half
sents per one-half pint. I think the dairy
mdustry, particularly our dairy farmers,
would approve. The Federal government
would pay four cents a pint and the state
would pay the rest. ere

for each child in the first three grades in
Georgia schools on a 180 day basis at five
cents per half-pint. Approximately $420,-
000 in state funds would be necessary to
furnish free milk to the first two grades
at five and one-half cents per half pint.

With a $300 million state budget $405,-
000 or $420,000 would be well spent by the
state to retain funds now being returned
to the Federal government which totaled
$1,374,425 in 1955 and more than a half
million in 1956. Federal expenditures
could be expected to increase to a $5 or
$6 to $1 ratio of state expenditure.

Rep. W. L. Lanier of Candler County
is studying the merits of such a program
as I have outlined here and has prepared
legislation to make such a program pos-
sible, ~~
~~ would like to urge all parents with
children in the first three grades of school,
education leaders and representatives of
the dairy industry to contact their Rep-
resentatives and Senators in the Legisla-
ture immediately and urge them to take
the necessary action to make Georgia the
tirst state in the nation to take full advan-
tage of the Federal milk program and to
stop the annual turn back of thousands
of dollars in Federal funds which could
be buying school milk for Georgia chitd-

Livestock Specialist
Named At University

R. A. (Bob) Long, a native of Ohio who
will receive his Doctors degree in Animal
Husbandry from Oklahoma A and M Col-
lege in May, has been named chairman
of the Animal Industry Division of the
University of Georgia College of Agri-
culture.

Mr. Long, who received his Bachelors
degree from Ohio State University and
his Masters degree from Oklahoma A
and M, will coordinate the animal indus-
try activities in extension, teaching and
research as his new duties at the Univer-
Sity.

The livestock specialist, who has
served on the staffs at Oklahoma A and
M as well as the University of Kentucky,
is 35 years of age, married and the father
of two- boys.

Georgian Will Head
Poultry & Egg Group

Leland Bagwell, owner of the North
Georgia Rendering Company at Canton,
Georgia, is the 10th president of the
Southeastern Poultry and Egg Associa-
tion.

The Cherokee County poultryman was
elected last week to succeed Oscar A.
Boyst, Princeton, W. Va., to head the 10-
state organization at its Poultry Spectacu-
lar convention at the Municipal Audito-
rium here.

CLASS | MILK PRICE INDEX
(February 1, 1957)

The Price Index for Class 1 fluid milk in Georgia,
calculated according to the official pricing formula rose
slightly between January 1 (108.88) and February 1
(109.48) but remained in the same bracket (see schedule
below). A slight increase in both the Wholesale Price | _
Index and Feed-labor Index acounted for the increase. |
Feed costs, both hay and mixed dairy feeds, increased &
slightly from the previous month. The Labor Cost In-}
dex (based on the January quarterly report) declined
slightly from October. The Formula automatically ba-
lances changes and produces a net change in the Milk

Index brackets and corresponding producer prices for
Class I milk, Atlanta Area:
