WHAT ARE QUICK TAX WRITE-OFFS
Ordinarily, corporations and others,
in making annual income tax returns,
are permitted to write off in the form
of-deterioration and depletion, a percent-
age of the value according to the life of
the physical property. As an illustration,
- a permanent building can be depreciated
for tax purposes at 2 per cent per year.
Under the quick write-off, the company
. can claim depreciation of 20 per cent
_ per year for five years. This enables
the company to take the entire cost of
the project out of its profits in a five
year period. Of course, the amount
claimed for depreciation is thereby made
tax free.
Tax write-offs of twenty-six billion
dollars means that these companies can
put. twenty-six billion dollars of their
profits back in their pockets in a period
of five years without paying any tax on
Pa that amount.

If we assume an arilicary figure of
38 per cent as being the tax rate these
~ companies would otherwise pay, this
would amount in practice to a subsidy
to these particular companies of $9,840,-
000,000. ;
OTHER SUBSIDIES
I do not have before me the figures
or even a list of other industries receiv-
ing Government subsidies. However, we
know that large amounts of tax payers
money have gone to subsidize merchant
ships. These subsidies of tax payers
money have the effect of passing on to
, the tax payer a portion of the cost of
transporting freight on all ships flying
the American flag and that is true
whether they are. hauling American :
merchandise or foreign merchandise.
When an American ship takes a cargo .
from anywhere in the world and delivers.
it to any port anywhere else in the world,
the American tax! payer is helping to
pay the freight bill, The same is true of
many airlines.
Oil companies, under a epee Act of
Congress, are permitted to charge off.
27 per cent annually of their investment
as depreciation, and thereby escape taxes; _
and, in additionto this, the list of bene-_
ficiaries of the Office of Defense Mobil-
ization shows that a number of oil com-
panies have received additional tax
write-offs of many millions of dollars.
Here in Atlanta, Richs, Inc. has a
whole floor and are running special ad-
vertisements for the sale of goods of
many kinds imported from foreign coun-
tries. The tax payers paid a part of the |
freight bill on every pound of this for-
eign. merchandise. Many big mercan-
tile houses in this country are doing the
same thing and in that way millions and
millions of dollars of subsidies are going -
to the big merchants of the country.
It would be impossible for anyone
not haying governmental authority to
find out who all are receiving subsidies
directly and indirectly orto get any ade-
quate idea of the amount of these sub-
sidies.
The fact is indisputable, :
that many big businesses that have done
the loudest talking about free competi-
tive enterprise and who continually harp :
on the theme that the farmer should
stand on his own feet are themselves
the: recipient of more subsidy benefits
than the farmers have ever received.
WHAT DOES THE FARMER WANT
We -hear a great deal of discussion
about what. the farmer wants. Actually,
the wants of the farmer can be reduced.
to one simple sentence; namely, the farm-
er wants a living price for what he pro-
duces.
It is impossible for the farmer to get
a living price for his products so long as
his Government insists on imperting sur-
pluses of farm products to drive the
American market down.
There are two simple thingsone
of which the Government will be forc-
ed to do. It will be forced to discom-
