FARM LABOR FOR DAIRYING AND
OTHER AGRICULTURAL PRODUC-

Farm labor has been scarce and there
is a continuing emmigration from farm
to city and town. Selective Service
works very erratie from county to coun-
ty. Farm labor in this State, because
of highly diversified agriculture and be-
cause of racial differences, is a very in-
definite term. Competent farm help for
dairying is very scarce and because of
higher wages and salaries received in
industry, the best farm labor is hard to
-keep on the farm.

IV. STATE AND. LOCAL SANITARY
REQUIREMENTS FOR DAIRY
oe - PRODUCTS

Under Georgia law, the State stand-
ards of milk and dairy products are
minimum. Local subdivisions may make
additional requirements which are higher
than the minimum set by the State. These
local regulations have in many cases had
a demoralizing effect on the dairy produ-
cers, due tu multiplicity of inspectors, re-
quirements, ete. No change has recently
been made in these laws and the dit-
ferences between local requirements are

gardually being worked out to the satis-

faction of all concerned.

V. GOVERNMENT PRICE SUPPORT
_PROGRAM

The success of price supports on basic
commodities. such as butter, in my
opinion, must finally rest on the produc-
tion and sale of substitutes such as oleo-
margarine. Where the sales of such sub-
stitutes are permitted by law without a
tax to raise the sale price commensurate
with the supported price of butter, it
seems to me that eventually the accumu-
lation of butter will itself overthrow
Government support.

For many years large areas have built
their economy on the production of manu-
facturing grade milk. Butter and cheese
plants have been the largest purchasers
of this grade of milk. The residue of
skimmed milk has been powdered and
a tremendous market has been developed
