Since we can see. what sco to
Greece, what happened to Rome, and
what is now happening to the United
States, we should perhaps look to the
little country of Switzerland which has
endured through the centuries and try
to profit by their example.
Switzerland is divided in cantons |
comparable to counties in Georgia. Each
of those cantons reserves more power
than a state . has under | our Federal
Government.
The ee is divided into two
branches. In one branch each canton has
= equal representation without regard to
| size. In the other branch representation
a is in proportion to population.
- Absolute power, however, is reserved
to. the cantons under their constitution ,
me to the extent that the eantons can repeal -
- or negate any act of their national legisla-_
ture. It is. as if the states, could veto
the acts of the national government in
Washington, or if the counties in Geor-
gia could veto the acts of the State
_ government in Atlanta,
Under the county unit: system in
Georgia we have in effect exactly what
_ they have in Switzerland. The way in
which the members of the two houses
of our legislature are elected insures that
laws which are passed by our legislature
meet with the approval of the counties,
in the first place without the necessity
of holding county eee ee on acts peel
by the legislature.
Under our county unit system of
holding primaries to choose. candidates,
and our popular vote system of electing
officials, we have, as nearly as practical,
a system which protects the minority
_ in the several counties, while at the same
time protecting the calms living in the
larger counties.
Under our. system the people them-
selves are under the same checks and
balances as the members of the two
houses of the legislature; that is, the
people of the several counties under the
county unit system in the primaries pro-
_ pose candidates for public office, but in
the-general election the majority of the
people of the state as'a whole have the
veto power over what has been done in
_the primary.
Under this system public officials and. _
the legislature are forced to take into
consideration the needs and wishes of
every segment of the people. If the to-
bacco growers of south Georgia need
legislation they have an effective voice
in the primaries under the county rule.
If the people in some area of the State
have been neglected in building high-
_ways they have an effective voice in the
nomination of candidates under the coun-
ty unit system. If the people of southeast
Georgia need timber legislation they
have an effective voice under the county |
unit system..If the school people need
legislation for education they have an
effective voice to see that educational
advantages are extended to all parts of
the State under the county unit system.
The farmer, the merchant, the banker,
professional man, the common. laborer,
and all other groups have a most effec-
tive voice in State affairs under the
~ county unit system. If the majority of
voters are not satisfied with what has
been done in the primary under the coun-
ty unit system they have absolute veto
power in the general election both in
matters of state-wide importance and in
local affairs.
No peoples government has ever
stood the test of time where an absolute
democracy prevailed. No constitutional
democracy has ever stood the test of
time where the people voted entirely on
a popular vote basis.
For those who are interested in the
security of this country, those who want
to hand down to their children, and their
childrens children, the kind of country
which we inherited, those who desire ta
see a government of the people for the
people and by the people endure, those
who are interested in personal and reli-
-gious liberty, which can only be had
when government is kept close to the
people and to the people of every section,:
it is time to lay aside the heat, smoke
and the uproar of partisan politics and
vote in the interest of the State and of
future generations.
