of course we do not know what a day
will bring forth in this fight.
The very purpose of the program is
: to prevent the spread of disease to sales
- barns and to farms. So long as it is not
found in the barns and on the farms, this
is the proof of the success of the program.
To complain that the disease has not been-
found in sales barns is to complain at
the success of the program. It is to com-
: plain because the disease has not become
wide spread. I do not think the two
gentlemen want disease spread over the
state. I do think that they have permitted
- their little vexations, because of neces-
sary and essential regulations, to over
balance any desire they may have for the
welfare of the people of the state.
FEDERAL INSPECTION _
It is not my desire nor intention to be
critical of Federal inspectors. Those men _
in Georgia with whom I come in contact
_ are splendid gentlemen and very deeply
interested in their work, and the fullest
cooperation exists between the State De-
_ partment of Agriculture and the Inspec- .
tors and Veterinarians of the U. S.
Bureau of Animal Industry. I do wish to
point out, however, the insidious nature
of the vesicular diseases with which we
are dealing and how inadequate ordinary
inspection and quarantine is.
All of the infected hogs coming to
Alabama and to Georgia, and presum-
-ably those going to New Jersey, came
out of Federal inspected yards. It is pre-
sumably true that none*of these animals,
when loaded for shipment, were showing
symptoms of vesicular troubles. Yet,
when they reached Alabama, Georgia,
and New Jersey they were found infected
with Exanthema.
BARN OPERATORS
It is most essential for all barns to be
thoroughly cleaned of all manure both on
the ground and on post and planking and
to be sterilized by spraying.
It is necessary for the control of dis-
~ ease for barn operators to furnish defi-
nite information to this office on all
cattle and hogs handled through each
barn.
We have in Georgia five or six hun-
hogs who operate trucks and go from
barn-to barn and some of them from farm
to farm: If we do not, have a record of
all animals going through each barn with ~
the tag number of the truck and with the
license number of the broker or dealer,
then it would be impossible to trace dis-
eased animals back to their source and
find out who handled and transported
them and in what places they had been.
It is necessary to have this informa-
tion immediately after each. sale so that
we can tell: here in the office what the
score is. If we had to depend on sending
men around to the different barns to.
check their records and send the: in-
formation in, it would be of little use in :
tracing disease because it would take too
long to assemble the information and get :
it into the office.
It is the duty of all barn inspectors
to arrive at the barn early on the morning
of sale day and to see that the barn has
been properly cleaned and disinfected
before the farmers begin to unload their
cattle and hogs. In the hurly-burly of the
last few weeks, with the many problems
with which we have had to deal, it has ~
been difficult to get everybody and every-
thing properly adjusted. But this is all
being done just as fast as possible and
every barn inspector is receiving specific
instructions on this line,
We have a number of good barn
operators in Georgia who are trying to
do a good job and T appreciate everyone
of them. We also have some barn opera-~
tors who have not.grown up in their
thinking with the development of the
livestock industry in Georgia. This kind
of an operator thinks that the livestock
industry belongs to him and that no one
else has any interest in it. He entirely
overlooks the fact that the farmer has ten
times as much interest in livestock as the
barn operator. He overlooks the fact that
the farmer is paying for good service at
the barn and is entitled to receive it.
We are making every effort to assist
the barn men in every way possible. No
barn is in danger of being closed up if he
carries out the law, rules and regulations,
unless infectious disease is discovered in
his barn; then it would. be necessary to
close it.
