Some of them have even resorted to phy-
sical violence against law enforcement
authorities of this state.
The Home Stores is a Tennessee cor-
poration and under the Georgia Law is
required to register with the Secretary of
State, State of Georgia. This they have
failed and refused to do in defiance of the
Georgia Law.
The Georgia Law requires the return
in payment of income tax. Home. Stores
has a large income in Georgia and has had
for years. My guess is that Home Stores
defies the income tax law of Georgia and
has paid no income tax.
Under the Georgia Law Home Stores
is required to account for all sales tax col-
lected from its customers. My guess is
that the sales tax returns of Home Stores
are incomplete.
Home Storeg has treated with defiance
all Georgia milk sanitary laws and has
been in the business of bootlegging un-
lawful milk and of putting false labels on
this: milk.. Home Stores is a common
vote in these organizations. The Ameri-
can people were never consulted. This is
AUTOCRACY IN ITS MOST VICIOUS
FORM.
In all the one hundred and eleven arti-
cles in the charter of the United Nations
Organization there is not one single clear
specific provision for the protection of
the individual human being. The terrify-
ing fact stands out that there is no bill of
rights, no right to vote as individuals,
and no protection against the tyranny of
this one-world government.
It is as impossible to reform and-correct
the worlds economic, financial and po-
litieal-troubles by going into partnership
with the international bankers, who
spawned the United Nations and the
World Bank, as it would be to reform Hell
by going into partnership with the Devil.

Home Stores is an oppressor of the
farmers of Tennessee who milk cows. It
is a deceiver of the consumers to whom it
sells. It is an outlaw on the Georgia side
of the border. It is not likely that an out
law on one side of the border is a good
citizen on the other side.
If the business competitors in north-
west Georgia of Home Stores, as well as
those in Tennessee, could escape their
honest taxes and pay starvation wages to
their employees, they could no doubt sell
merchandise cheaper than Home Stores
do.
I am writing this on Friday morning,
February 22Washingtons Birthday. It
is my guess that by the time you read
this in the Market Bulletin, something
will have happened to this outlaw on the

cember 15, 1951, and the author of
HR5080, a bill to withdraw from the
United Nations, listed the following losses
of your sovereignty. This is only the be-
ginning. Unless you act you will be a
people without. a nation.
The powers delegated to the Federal
government by the sovereign people of
the United States are either being usurp-
ed by the United Nations or granted to
them by a governmental set-up in Wash-
ington, which is either ignorant of the
fact it-is granting powers to the United
Nations which the citizenry of the United
States granted to it alone; or that each
and every department of the~ Federal
government granting such powers is
criminally recreant to the oath each took
upon assumption of office to, support and
defend the Constitution of the United
States against all_enemies from without
or within the United States.
The Constitution certainly never con-
templated that any of its terms should
authorize the selling out of our hard-
won freedoms to a One World aggrega-
tion, which is even now 51 per cent Com-
munist by population, and which is aim-
ing to completely supplant our sovereign
system of Constitutional Republican gov-
ernment, under which we have lived and

such livestock have been inspected by a
veterinarian approved by the Commissioner of
Agriculture. No dealer or broker, and no
barn, auction or sales operator shall sell, auc-
tion, transfer or move any livestockfrom any
barn, yard or premises unless all sanitary
practices and precautions prescribed by the
rules and regulations of the Commissioner of
Agriculture have been observed in said pre-
mises, barn or yard.
: SECTION 3
On and after March 1, 1952, no livestock
barn, auction or sales operator shall engage
in or carry on such business without first
having applied for and obtained a license
from the Commissioner of Agriculture: no
livestock dealer or broker who buys or sells
through a livestock barn, auction 6r sales
operator shall engage in or carry on such
business without first having applied for and
obtained a license from the Commissioner of
Agriculture.

SECTION 4
The Commissioner of Agriculture is au-
thorized to formulate, adopt and promulgate
and enforce rules and regulations for the pur-

SECTION 5
Every licensed dealer or broker and
every licensed barn, auction or sales operator
who shall violate the laws or rules and regu-
lations established by the Commissioner of
Agriculture pursuant io these laws upon a
notice and hearing shall have his license re-
voked, cancelled or suspended.
SECTION 6
In the control, suppression, prevention
and eradication of livestock diseases, the
Commissioner of Agriculture or any duly
authorized livestock inspector acting under
his authority is authorized and required to
quarantine any premises or any area when
he shall determine that livestock in such place
or places are infected with a contagious or in-
fectious disease, or that the unsanitary condi-
tion of such place or places might cause the
spread of such disease, or that the owner or
occupant of such place or places is not observ-
ing sanitary practices, under the authority of
this or any other livestock law of this State.
The Commissioner of Agriculture is hereby au-
+thorized and empowered to adopt and promul-
gate rules and regulations prescribing the

sanitary standards and requirements for the
prevention, control, suppression and eradica-
tion of livestock diseases in this State, such
regulations to be no less adequate for the pro-
tection of the livestock industry and public
health than those of the Bureau of Animal
Industry of the United State<e Nenartment of
Agriculture.
SECTION 7
Any dealer or broker and any barn, auc-
tion, or sales operator as defined by this Act
who shall violate any of the provisions of
this Act, any quarantine provision, rule or
regulation established by the Commissioner
of Agriculture under the authority of this
or other law for the protection of the general
public in the prevention of livestock diseases
shall be guilty of a misdemeanor.
SECTION 8
Any person affected by any rule or regu- A
lation adopted and promulgated by the Com-
missioner of Agriculture pursuant to any sta-
tute conferring such authority upon him, who
believes that the Commissioner of Agricul-
ture in the promulgation of such rules and reg-
ulations or in the enforcement thereof has gone
beyond the authority vested in him by law
or who believes that the Commissioner of
Agriculture has exceeded any power which
the Legislature of the State of Georgia under
the Constitution of the United States or the
Constitution of Georgia conferred upon him
is hereby given the right to protest, or object,
in writing to such rule or regulation, or any
act done by the Commissioner pursuant to
said rule or regulation, as he may believe
violates the legal and constitutional authority
of the Commissioner of Agriculture by point-
ing out in what respect and for what reasons
he contends the act, rules or regulations to be
improper or illegal. The Commissioner of
Agriculture is required to consider every such
objection and afford the protestant opportuni-
ty to submit evidence and argument in sup-
port of his protest and if, in his judgment,
the protest is in whole or in part well found-
ed, the Commissioner of Agriculture shall
take such corrective measures as are neces-
sary to give the protestant relief in every
respect from any illegal or unconstitutional
requirement. The foregoing is expressly made
an administrative remedy and every person
affected by any rule, regulation or act of the
Commissioner is required to exhaust this
remedy before pursuing any other remedy,
Provided, however, nothing contained in this
Act shall be construed to deny any applicant
for a license any existing right to review by
the Court of the Commissioner's action as
now provided by law.
SECTION 9
If any provision of this Act or the ap-
plication thereof to any person or circum-
stance is held invalid, such invalidity shall
not affect other provisions or applications of
this Act which can be given effect without the
invalid provision or application and to this
end the provisions of this Act are declared to
be severable.
SECTION 10
All laws and parts of laws in. conflict
with the provisions of this Act be, and the
same are, hereby repealed.
