I have before me statement from books
of a very progressive and capable farmer

. in Brooks County, Georgia, whokeeps an

actual record from day to day of the ex-
penses of producing his crops. Accord-

ing to his records, his cotton crop has

now cost him $103.00. per acre. This in-

cludes the expense of keeping up ter-

races, cleaning around fences, etc. He

~ says at the present time his prospect is
_ for approximately-one-half bale per acre.
_ It is easy to see that anything less than

50 cents per pound will mean an actual
loss to the farmer on this crop.

I have just been talking on long-dis-

tance telephone to Commissioner of Ag-

riculture White, of Texas, who _ states
unequivocally that Texas has lost one
million bales of cotton due to: extreme
weather, conditions and will make around

- 4-million bales instead of 5-million as

the Government estimates.

Commissioner White further stated

that through the old cotton belt of Texas,

outside of the irrigated land of the Rio
Grande Valley, it would take four or
more acres to produce a bale and that
never. be
harvested.

During the last few weeks I have trav-

section of Georgia, and I am convinced

that Georgias production cannot possibly |

average-more than 250 pounds per acre
as against the Government estimate of
more than 300 pounds per acre. Last
week I told you that-if the farmers were
to get actual parity for cotton this year,
they would have to receive 56.70 cents
per pound or $283.50 a bale. This would

ernment did not intend to protect the
farmers in producing the cotton which
the Government asked them to plant.
This was the- reason I urged Mr. Bran-
nan to use his authority and fix the loag
price of cotton at 90 per cent of the ceil-
ing price so as to give the farmer a guac-
antee of 41 zents per pound. I thought
the Government

could afford to do in view of the at
that they had asked the farmers
a 16,000,000 bale crop. I still think so.
