Seed Advisory Committee for Monday,
July 2nd, at 9:00 A. M., to see if we cam
further reduce the number of noxioud
weed seed and other crop seed in some
commercial planting seed.
During World War I, when meat was
rationed, there were those who went in-
to the business of slaughtering horses,
mules and donkeys to sell to people to
eat. At that time, there was no law on
the book against the sale of horse meat:
for human consumption.
In 1943, the Legislature passed an Act
regulating the sale of horse meat and
outlawing the sale of dog meat in the
State.
After the War, when controls were
taken off, we had no more trouble with
horse meat until recently. Now it is be-
ginning to appear in places again. Very
few people in Georgia will eat horse
meat if they know it.
In accordance with the Act of the Leg-
islature and under authority vested in
the Commissioner-of Agriculture and the
Department of Agriculture, I have issued
a regulation requiring each and _ every
place dispensing horse meat to carry a
sign over each entrance to the place of
business in letters not less than eight in-
ches in height, stating, Horse Meat for
Sale. Also requiring a like sign to be
carried on the inside of the place of busi-
ness at each place, container, display
case, refrigerator, or cooler, where meat
is handled and.sold, in not less than eivht
inch letters stating, Horse Meat for
Sale.
Every place selling horse meat in any
form which has electric signs advertising
the place of business or merchandise,
must also have a like electric. or neon
sign showing, Horse Meat for Sale.
. Every restaurant, hotel, drug store or
other eating place is required to ascer-
tain, in purchasing any kind of ground
meat, sausage, stew or other meat prep-
arations, whether or not it contains any
horse meat, mule meat, donkey meat or
meat and, if so, they: are re-

quired to carry at the top and bottom of
each menu, bill of fare or other adver-
tising matter, the words, Horse Meat
Sold Here and Served in our Dishes.
Any person found selling horse meat in
any form without complying with all of
these requirements, will be presumed to
be intentionally a party to the sale of
horse meat and to violating the law reg-
- ulating the sale of horse meat.
Anyone violating this law is subject to
a fine of $1,000.00 in each case and one
year in prison.
FOOD IS SCARCE
The world is hungry. I have before
me the Chicago Daily Tribune dated
June 11, 1951, which carries a long arti-
_cle on the disappearance of the horse
from the farms in England. Some of tr
high points in this article show that, i
1948, 120,000 horses were slaughtered in
Britain for human consumption and there
has been an enormous increase since
then. The International League for the
Protection of Horses confirmed the in-
crease. The Royal Society for the Pro-
tection of Animals announced that, a.
the present rate of consumption, there
will be no horses left in Britain a decade
or so from now.
In 1939, 987,450 horses worked or
grazed on the farms of Britain. This has
now been reduced to less than half. The
article goes on to say that the average
horse in Britain today sells to the slaugh-
ter houses for $140.00 against $55.00 be-
fore the war. This article also shows that
donkeys have trebled in price because
they are being butchered for meat.
Some of these days we are going to
need all the horses and mules we can get
in this country in order to get enough
