the statutes. It is also the duty of the

Milk Control Board, from evidence sub-

mitted by producers, and from the knowl-

dge which they have of the cost of pro-

_ ducing milk, to determine a minimum
- price which the producers must be paid

for their milk.

-Once having determined the price_

which the producer must receive for his
milk, in order to get a reasonable profit
on his. operations, it is the duty of the
Milk Control Board to fix minimum
prices for distributors, wholesalers, mer-

' chants and retailers so that all of those

engaged in distributing milk and dairy
products can receive a fair profit on their
transaction, but having always in mind

that such milk and dairy products are to
reach the ultimate consumer with as low
- price as-is consistent with the overall

purvose of these laws.

Fourth

The whole purpose of these laws is to
see that the consuming public is supplied

- with wholesome, sanitary and healthful

milk, at a price that will enable the farm-
er to produce the milk under the standard
set up and with a reasonable profit.

_If everyone concerned would, in good -

faith, carry out the provisions of these
laws, there would be no milk problem
and there would be no occasion for gen-
eral dissatisfaction about these laws.
The trouble here, as is generally the
case, is the inherent desire of men to

: turn laws to their own selfish advantage.

Once the Milk Control Board has fixed
the price to the ultimate consumer, based
on the cost of producing milk in accord-

ace with. requirements of the Georgia

Law, there immediately arises the temp-
tation to use cheap by-products of North-
ern dairy industries such as powdered

milk, condensed skim, etc., in order to

increase profits.
The price of buttermilk, as an illustra-

tion, is 15e per quart. This price was ar-

rived at: by the Milk Control Board as be-
ing necessary where fresh whole milk is
taken from the dairy cows, run through
a separator, and the cream put into cans
and the skimmed milk used for the manu-
facture of buttermilk, By using cheapo
powdered: milk, the by-products of but-
ter and cheese plants from the North,
produced under unhealthy and unsani-

| tary conditions, it is possible to make so-
called cultured lon. Of eo at a cost of

sold for 15 per quart yields a much-larger
profit than cleen, wholesome buttermilk
made directly from healthy cows and
' produced and handled. under sanitary
- couditions.

It is also obvious that if this powdered
milk and condensed skim milk is poured
into wholesome fresh milk that the over-
all cost of milk to the distributor will be
reduced. It is also obvious that by the
simple process of adding powdered or
skim milk, the total volume of milk will
be increased in the plants. It, therefore,
follows that there is created an artificial
surplus of milk. With this artificial sur-
plus as a prize pole, it is essy for the
distributor, who cares to do so, to force
down the price which he pays to Georgia
producers for milk which they have pro-
duced in accordance with the law.

In other words, if a distributor does |
not, in good faith, live up to the provi-
sions of the law, he can use the cost of:
producing Grade A milk to force the Con-
trol Board to hike the price to the con-
sumer, and then he can come in and sell |
an inferior grace of milk which costs him
a lots less money than the vrice that was ee au
besed on Grade A Georgia milk.

Sixth

The Legislature, in 1950, enacted Sen-
ate Bill No. 185 known as the Zellner
Bill: for the purpose of stopping this prac-
tice and requiring all milk intended for
human consumption in fluid form; in-
-eluding buttermilk, chocolate milk and
milk beverages, to be Grade A milk ac -

- cording to Georgia standards. It furthes
provides for the Commissioner of Agr
culture to set uv. such standards by rules
and regulations and not lower than the
standards set un by the United States

Health Milk Code. i

Seventh

Anyone who understands the portent
of all the above facis is bound to realize
that all. the people in Georgia and all the
Officials of the State who have duties ig
connection with the milk business must
come face to face with this problem and
determine what we will do about if.

(a) The consuming public must be pro-
tected in receiving Grade A milk and
dairy products at a price commensurate
with the cost of distributing milk and
Grade A products.

(b) The Georgia producer must be pro-
tected in his natural market so that he
will receive a price for his wholesome
milk in keeping with the cost of produc-
ing Grade. A milk in accordance with
Georgia Laws.
