markets are planned for Sylvania and
Thomson.
Additional buildings and facilities will
be added this year at Pelham, Valdosta
and Moultrie.
Large produce scales sixty feet long and
of fifty-ton capacity have been installed at
Cordele and Thomasville markets. And
these scales have been ordered for Val-
dosta, Tifton, Moultrie and Pelham. In
the near future, we expect to buy similar
scales for Columbus, Atlanta, Macon and
Nashville. We will continue to add these
scales on all markets just as fast as money ~
is available for the purpose.
We are rapidly expanding, constructing
and improving the entire market system
in the State and are endeavoring in every
way possible to improve the personnel.
Plans are also under way for the installa-
tion of communications from market to
market, and to the markets outside the
Stateall of these plans are of tremend- .

ous importance.
to get all these conveniences and help to
enable the Georgia farmers to get the best _
possible price for products.
By the end of another four years, we ex-
pect to have completed a system of mar-
kets and a marketing system that will
~ continue to stand as a pattern for other
_ from twenty-one states. .
States and the entire country.
_ INSPECTION AND LABELING
This week, in Atlanta, I attended the
meeting of the Watermelon Association
The reduction in
acreage of staple crops is creating quite a
problem as to other crops because the ef-
_ forts of the farmers to~- substitute new
crops has a tendency, of course, to over-
_ production in those crops and watermel-
ons are no exception to the rule.
I outlined to the delegates at the meet-
ing our plan to get through the next reg-
ular session of the Legislature an Act to
provide for a Georgia State Label. It is
the purpose of this label to identify No. 1
Georgia products, as such, so that dealers
~ and customers alike will know when they
see the Georgia label on a commodity that
itis a No. 1 product. This can be done by
limiting the use of Georgia labels to No. 1
quality. This label would be attached to
each No. 1 watermelon which would be
_ inspected at shipping point by Federal-
State Inspectors, and Georgia labels would
not be available or permitted to be used
= on any commodity other than the No. 1s.
IT also outlined our plan for large termi-
nal markets beginning at or near Wash-
ington so that retail merchants within
two or three hundred miles of each such
terminal market can get their products
and buy mixed lots. By doing this, the
ulation will become direct customers of a
Farmers Markets and can buy watermel-
ons and other produce and vegetable crops
in small, medium or large quantities ac-
cording to the needs of the people in each
community where these retail merchants
are located.
This idea has taken hold on the minds of
the dealers, farmars and transportation
people alike and was highly commended
by those attending the Watermelon Meet- ie
i ing.
FEDERAL-STATE ee
The Federal law providing for Federal-_
State inspection service provides for it to
be operated under the direction of State
Commissioners of Agriculture, and this
service can be provided only through the
State Departments of Agriculture.
Through the efforts of the Commissioner
of Agriculture this work has been de-
veloped in the State, and during the last
ten years it has increased from only a.
token service to a highly efficient organi-
zagion under the direction of the Commis-
sioner of Agriculture. We have now reach-
ed the point where this service can be.
used in connection with our marketing op-
erations to-great advantage. This Federal- _
State inspection work is under the direc-
tion of Mr. H. M. Riley who is well known
to large numbers of Georgia farmers and _
business men.
With the tremendous strides we have
made under difficult circumstances dur-
ing the last six years, I am confident that ~ ee
with additional funds, we will have by
the end of-the next four years, a market-
ing system and a system of markets of
which we can all continue to be proud.
And which will be the model for other
states to try to match.
Delegations of farmers and _ business
men from other states are. continually '
coming to Georgia to visit the various.
markets of the State; and to see what is
being done in marketing in Georgia. This
means, of course, that in the next few
years other states will begin to emulate
the example of Georgia and to provide
similar markets for the farmers of their ~
own states.
The more states that develop market-
ing systems with suitable labels, inspec-
tion, grading and packing for No. 1 prod-
ucts, the better it will b for the producers
in the State because this will make it pos-
sible for farmers to market their No. 1
products without being in competition
with low grade and cull products from
their own and other states.

Commissioner of Agriculture
