cotton, tobacco, corn, rice and peanuts.
From 1938, to the enactment of the
Stegall Amendment, loans were made
to the farmers on these basic commodi-
ties. Another part of the program was
very similar to the proposals of the so-
called Brannan Plan. Through this leg-
islation Congress authorized the Secre-
tary of Agriculture to make parity pay-
ments. These payments were supposed
to amount to the difference between
what the farmer actually received at the
market place and the price.that the Sec-
parity.
While Congress made large appropria-
tions for this purpose, it failed to ap-
propriate enough money to make full
compensation to the farmers except in
one year. This program was in effect
during the years 1938 to 1942 inclusive,
a tive year period. 1942 was the only
year when Congress appropriated
enough money to make up the difference
in price to the farmer. The only reason
that the appropriation in 1942 was
enough was because of rising farm prices
incident to the war.
_ The first year 1938, Congress appro-
priated $211,742,000.00, whereas $666,-
601,631.00 would have been required if
the farmer had received parity. Thus
the farmer lost $454,859,631.00 in the
deal of 1938. The amount appropriated
was 31.8 per cent of the amount the
farmer was entitled to receive.
In 1939, the appropriation was $196,-
761,000.00, whereas $598,550,956.00
would have been required. This left the
farmer a net loss in his parity payment
of $401,789,956.00. In 1939, Congress
appropriated 32.9 per cent as much mon-
ey as the farmer was entitled to receive.

In 1940, the appropriation was $196,-
908,000.00, whereas the farmer was en-
titled to receive $584,042,337.00. The
farmer was short-changed $387,134,337.-
00 in 1940. The appropriation that year

was 33.7 per cent of the amount the
farmer was entitled to receive.
In 1941, even after farm prices had
made considerable advances, the ap-
propriation was $10,453,137.00 less
than the farmer was entitled to receive.
The appropriation in 1941 was 95.1 per
cent of what the farmer was entitled to
receive.
As stated above, 1942 was the only-
year that sufficient money was appro-
priated to make the parity payment to
farmers.
Tt is most important that we keep in
mind the fact that when the farmer most
needed the parity payments was the
time that Congress appropriated the
least.
It is important that we impress these
figures on our mind in order to visualize
what would happen to the farmers if
they were dependent on a Government
subsidy and Congressional appropria-
tion to give them a decent income.
Tf the price of agricultural crops were
allowed to go unsupported and forced to
compete with imports under the so-eall-
ed Reciprocal Trade Agreements, then
it is-eertain that present farm prices
would drop not less than 33-1/3 to 50 per
cent. That would mean that in order
for the farmer to get substantially pres-
ent prices Congress would have to ap-
propriate each year around ten billion
dollars for farm subsidies.
Ts there any reasonable thinking per-
son, farmer or otherwise, who_ believes
that Congress would appropriate ten
billion dollars to subsidize the farmers?
Ts there any reasonable person who be-
lieves that ten billion dollars could be
appropriated annually for farm subsi-
dies without creating a revolution among
the consumers of the nation whose lack
of understanding of National economics
makes them easy prey to newspapers
and radio agitators ?
