BEIT RESOLVED: That the Associa-
tion of Southern Commissioners of Ag-
riculture, assembled in Atlanta, Georgia,
this the 25th day of June, 1949, voted
that the Congress of the United States
be requested to provide a National Agri-
cultural Program which will provide a
two-price system for marketing of agri-
eultural crops, which represents each
farmers fair share in the domestic con-
sumption and providing a full parity

price for such allotment.

WHERHAS, it is the
opinion of the Association of Southern
Commissioners of Agriculture that in
order for Congress to have a clear con-

of Southern Commissioners of Agricul-
ture, and the Commissioners of Agricul-
ture of other pricipal agricultural
States, therefore

Be It Resolved: That the President of
the Association of Southern Commission-
ers of Agriculture appoint a Committee
to prepare a bill to be recommended to
the Congress that will set forth a two-
price svstem for agricultural products
based on a domestic allotment plan and
world market uses.

Be It Iurther Resolved: That such
bill be submitted to the members of the
Association of Southern Commissioners
of Agriculture, and Commissioners of
Agriculture of other agricultural States,
for their approval.

mit to the United States Congress which
bill will represent the thinking of the
Commissioners of Agriculture whose

bers of the Association of Southern
Commissioners, but Commissioners
throughout the nation.

income depends upon the amount paid
for raw materials, including agricultural -
products. They are unanimous in think-
ing that the farmers income should be
paid from prices he receives at the
market-place and not from any govern- |
ment subsidy. They are unanimous in
believing that the American domestic
market should be protected to the Amer-
ican producer of raw materials, inelud-
ing agricultural products, so that agri-
cultural economy can be equalized with
our industrial economy, which has al-
ready been protected in the American
market for many decades. .
















































































The Commissioners of Agriculture |
Were tnanimous in recognizing that we
already have a tremendous national debt
as well as many State, County, Muni-
cipal and private debts made during the
time.of high prices. They recognize,
therefore, that these debts must be paid
with a high level of prices or else they
will become an intolerable burden on
the taxpayers of the nation.

The Conimissioner unanimously re-
cognize that we must at all hazards
maintain a free American domestic econ- |
omy. We must maintain the American
way of private initiative and we must
maintain the right of every citizen not
only to make a living, but to have an ope |
portunity to make profits from his in
dustry and investments. 5

We believe it is possible to do this and
we propose to work out a bill to submit |
to Congress that will do all of these
things. We cannot subscribe to the idea
of pulling our American economy and
our American standards of living down
to world levels.

We believe that America must be the
Jeader and that America must, insofar
as.it reasonablv can, help other peoples
having our same ideals. However, we
recognize the fact that we cannot help
other people by pulling our own econ-
omy, our own standard of living and oue
own earnings down to their level. If we
do these things we will be just as much



in need of help as they are.
