COMMISSIONER

Editorial By TOM LINDER

hirty years ago the United States
was lending money to the war-torn coun-
s of Europe for their rehabilitation.
Tt was said that we could not have a
erous America unless we built a
sperous Europe. It. was said that
must open our doors to imports to
mit European countries to pay their
debts (meaning $15-Billion Dollars
ch England, Italy, France and Hol-
d owed to J. P. Morgan & Company,
New York, Rothchild, of London,
genheim, of Paris, and other Inter-
onal Bankers. .
om 1919 to 1929 we imported goods
he amount of $43-Billion Piollars. As
great flood of imports increased
erican production fell off, unem-
yment increased, stocks and bonds
American business was hypothe-
id to the banks, while agricultural
es in the United States sagged under
impact of surplus imports.
After the national election of 1928,
te Hoover and Congress gave a
temporary boost to prices by the ex-
itures of public funds and by issu-
an executive order declaring a mora-
terium on collection of war debts and by
advocatine an increase in protective
tariff rates that would protect. American
ds in the American, market. This
igh tariff bill was actually enacted by
Congress in June, 1930 but the damage
id already been done and the Smoot-
wley Bill was passed too late to pre-
vent the crumbling of our national
aco momy. :
~The Stock Market crash of August,
and the tremendous depression
hich followed in its wake, were direct-
nd undoubtedly caused by the flood-
of American markets with foreign
rehandise.
from March 1934 until 1939, the Na-
mal Administration put on the great-
Spending program in all history un-
that time, trying to prime the pump
id get ovr economy where it could
vel under its own steam.
od 1940, Congress enacted the so-eall-
Lend-lease Act under which we could
pay for all the munitions of war, food
and fiber so that the ships we owned
could build, could transport these
lies to the nations of Europe.
nning with the fateful Pearl Har-
Tk, the United States expended

one on this earth had ever heard or
dreamed of before. z

Out of the lavish expenditures of
Lend-lease, and our participation in
World War II, tremendous international
fortunes were made, the records of which
can be further verified by reading the
business reports of the most reliable
compilers of the records of these giant
national and international corporations.

In 1947 we had the favorable balance
of trade on six groups of agricultural
commodities of $1,100-Million Dollars
(Market Bulletin of March 9, 1949).

In 1947 the American people were
told that the expenditure of $5 1/2-Bil-
lion Dollars more in Europe would
stabilize the countries of Europe and, at
the same time, provide a vast market for
American pr oducts, agricultural and
otherwise.

In 1948 we gave another 51/2-Billion
Dollars to Europe, but instead of in-
creasing our market for American agri-
cultural products we actually lost more
than a billion dollars in trade on those
same six groups of agricultural commod-
ities (see Market Bulletin of March 9
1949,)

We are now told that it is necessary for
the countries of Hurope to find export
markets for goods produced with the
billions of dollars that America has sent
overseas. Weare told that America
must be willing to import as much or
more than we export. We are told that
the problems of world trade have become
very perplexing in the councils of the
United Nations Organization, and we
are told that the same principles of trade
which we followed as a matter of poli-
ties since World War IT, is no longer
economic politics and must be aban-
doned.

Yet, at the same time, the White
House is demanding the extension of re-

ciprocal trade agreement acts under |

which America is being flooded with
foreign goods in exactly the same way
that it was in 1919 to 1929.

With the full knowledge before us of
the result of the insane importation of
foreign goods during that ten-year
period of 1919 to 1929, the White House
and: some members of Congress are urg-
ing that we now start on exactly the
same fatal course.

They are urging this in the face of the
known facts that the days of war pros-
perity are behind us; in the face of de-
celining farm prices; in the face of threat-
ened surpluses; in the face of declining

t lf

production in all lines and in the face of
unemplovment that is growing month
by month.

In 1912, EH. I. du Pont de Nemours &
Company formed the Hercules Powder
Company, and the Atlas Powder Com-
pany, and aceepted in payment for prop-
erties turned over to Hercules Powder
Company and the Atlas Powder Com-~
pany, millions of dollars of stocks and.
bonds issued by Hercules Powder Com- -
pany the Atlas Powder Company. At
least fifty per cent of the obligations of
Hercules Powder and the Atlas Powder
Company were distributed to stockhold-
ers of du Pont, so that the same stock-
holders who. own E. I. du Pont de
Nemours & Company also own = fifty
per cent interest in the Hercules Pow-
der Company and the Atlas Powder
Company. 3

Today, the parent company, du Pont,
and its offspringsHercules Powder
Company and Atlas Powder Company,
et al, all have subsidiary companies and
affiliated companies.

In 1947, du Pont held ten million
shares of stock in General Motors Cor-
poration. du Pont owns and controls
numerous subsidiaries and affiliates
throughout North and South America
and in foreign countries, especially im
Argentina.

If Congress cared to know enough to
investigate, they would probably find
that much of the $5 1/2-Billion dollars
we sent to Europe was used to purchase
raw materials in South America, Africa
and the East Indies. And that those
American dollars, paid by American
taxpayers, were then used to purchase
American-made automobiles, trucks,
tractors and farm equipment in this
country,

It is passing strange that, during
recent years, the export of American
agricultural products has decreased in
volume almost in exactly the same
amount that exports of industrial prod-
ucts have increased.

If this supposition is true, and it cer-
tainly appears logical, the practical ef-
fect of all this is that the American tax-
pavers have paid for millions of auto-
mobiles and given them away.

The Hercules Powder Company
(stockholders of DuPont) are among the
wood turpentine people who are taking
away from Georgia turpentine farmers
the American market for turpentine and
rosin products, which is the very foun-
