wired the Federal Communications

amission asking for information, and

n receipt of the following telegram:

Washington, D. C.

= December 9, 1947

Tom Linder,

lommissioner of Agriculture,

\tlanta, Georgia.

Retel December eighth neither the

ommunications Act nor the Commiss-
on Rules contain any provisions which

: srescribe rates charged by stations and

etworks. Section three of Communi-

ions Act provides Broadcast Licens-

-are not common carriers. The de-

termination as to what rates to charge

is the responsibility of the individual

ensee and not this Commission.

T. J. SLOWIE, Secy.
Federal Communications
Commission.

rom the two foregoing telegrams,
elf-evident that the broadcasting
apanies are free to make whatever
des that suit them in selling time on
broadcasting systems.

+ is the same story of railroad rates
the old days when each road could
hake its own rates, and could pay re-
res and cutbacks to preferred custo-
S. ,

do not know whether the broadcast-
companies have preferr.1 custo-
S or give rebates. [I am not making
charges that such is the case. I
merely ealling attention to the Sen-
rs and Congressmen that this most
ital means of communication and prop-
nda is wide open.

Uthe very nature of things, it
mds to reason that with no law or
rulation to the contrary, broadcasting

companies will favor the customers
who are able to spend the most money
with them.

Under the Anti-Trust Law, the op-
erators of the broadcasting companies
would be subject to prosecution were it
shown that they were getting together
and fixing uniform rates.

We are in the ridiculous position of
having laws that prohibit them from
fixing uniform rates and at the same
time we do not have any law under

- which uniform rates are prescribed by

law.
In response to a telegram from me,
am in receipt of the following telegram

from the National Broadcasting Com-
pany. :

Chicago, Ill.
December 10, 1947
Tom Linder,

Commissioner of Agriculture,
Atlanta.

The National Broadcasting Comp-
anys facilities are available to all ac-
ceptable advertisers on the same basis
with respect to rates and discounts.
For your information neither Walter
Winchell nor Drew Pearson are sched-
uled on the NBC Network.

GEO. H. FREY,
Director of Network Sales,
Natl. Broadcasting Co.

This telegram from the National
Broadcasting Company indicates that
they do have discounts.

I am also in receipt of the following
telegram from the American Broad-
casting Company.

New York, N. Y.

December 8, 1947
Tom Linder,
Commissioner of Agriculture,

Atlanta.

Acknowledge your December 8 tel-
egram all commercial sale of radio
time is made in accordance with our -
standard rate card.

THOMAS VELOTTA,
EWS and SP EVTS Director
American Broadcasting Com-

) pany, NYC.

I am also in receipt of the following
telegram from Mutual Broadcasting
Company.

Chicago, IIL.

z December 10, 1947
Tom Linder,
Commissioner of Agriculture,

Atlanta.

Retel. Mutual Broadcasting System
sells its network facilities to all clients
on basis of standard rate card. If you
are interested in purchasing facilities
we will be more than pleased to send

you copy of our rate card and any
more detailed information: you care to
have.

ROBERT SWEZEY,

Vice-President.

I am also in. receipt of the following
letter from Columbia Broadeasting
System, Ince.:

New York, N. Y.
December 9, 1947
Dear Mr. Linder:

We have uniform rates to all custo-
mers for like service, and we do not
make different charges for different
customers.

Walter Winchell and Drew Pearson
are not on CBS.

People who make single broadcasts
of speeches are not charged for time.
We give them the time and facilities
for nothing. No news broadcaster or
analyst may appear in a sustaining or
commercial series on CBS unless he is
an employee of the Columbia Broad-

_ casting System. If the news broadcast
is sponsored, the rates for the news
broadcast are the same as if it were
not a news broadcast. During -the
height -of political campaigns, for in-
stance after the national conventions,
we do charge for the use of time on
the network because we cannot afford
to give away the-amount of time re-~
quired in such circumstances.

If this does not tell you what you
want to know, please let me know.

Sincerely, :

DAVIDSON TAYLOR.

You will note from Jetter of Colum-
bia Broadcasting System that, If the
news broadeast is sponsored, the r. es
for the news broadeast are the same as
if it were not a news broadcast.

I assume that this would also be true
of other broadcasting systems, although
I do not know.

Walter Winchell is sponsored by the
makers of Jergens Lotion. The Jer-
gens is an old family of Holland. They,
were the first makers of margarine.

J. Jergens and Anton Jergens were
the founders of the family fortune.
About 1920 they combined with the Van
den Berghs, and today this is part of
the great Unilever combine.

In Atlanta alone, there are four
broadcasting stations connected with
four principal broadcasting companies.

These four broadeasting stations to-
gether have approximately three hun-
dred 15 Spaces each 24 hours. The
great majority of these spaces carry,
national advertising matter. There
are comparatively few local sponsors.

If you will listen to these radio pro-

grams, you will see that most of them
are sponsored by the makers of some
merchandise made by. International
business. Many of these spaces are
used for products of Proctor & Gamble,
Lever Brothers and other subsidiaries
of the international fats and oil com-
bine. There are many different- kinds
of soap and washing powders. In fact
these international monopolies DUZ
FVERYTHING. They even have
Ma Perkins on there selling Oxydol,
but she cant wash her feet because
SHE HAS SHOKS. You could go
on naming these soap operas from now
on. Sufficient it is, however, to call
attention to them as you eant possibly

turn on a radio very long w ithout hear-
ing some of them.

If Proctor & Gamble, Lever Brothers
and the other cohorts of. Unilever pay.
half price for all the time they use,
then you cotild reduce the cost of liv-
ing considerably by elimimating these
radio programs. The point is, however,
that patriotic Amerieans, who, are in-

terested in America and whe are in- |

terested in preserving our Constitution
and American principles, cannot com-
pete in the purchase of time with these
international monsters.

T hope that Congress will tales im-
mediate action to fix. uniform rates of
all broadcasting companies, because
freedom of radio is just as important as
freedom of the press.
