~~ 1947 COTTON \;CROP

The government report of September

8, 1947, gives the condition of the cotton

crop. at 73 percent. They give the 1947

acreage in cotton at. Dit 143 000. acres.

They give the 10-year average produc-
tion at 250.6 pounds per acre and they

give the average condition on Septnii:

_ ber 1, overthe 10 years at 70 perecnt.

Divide 250.6 by-70 and you find that
one percent of condition over the 10-
~ year average amounted to 3.58- pounds
Pen acres. x

: Take this 3.58 pounds and multiply~

it by 73, the present condition, and:you
find, according: -to the eovernment
figures, that the 1947 yield per acre is
Indicated at 261.34 pounds per acre.
Take the 21 ,143,000 acres and multi-
ply it by the indicated yield of 261.34
pounds per acre and we find that, ac-
cording to the government figures, the
indicated - yield of lint is 5,52 2559 11,620
pounds,
\ Divide the number of pounds of lint
by-480 and we find that, aceording to
- the government figures, the indicated
crop for 1947 is 41, 5A, 900 bales. These
bales will average 500 pounds when the
bageme and ties are put on,
This is 338,000 bales less than the gov-
ernment estimate of September 8 8, 1947.

the demand is good.. When a few

devastating cyclone, raided the -ot-
ton fields, plowing up thousands: of
acres, it was predicted that the end
of cotton was near. But is it? Cotton

The following letter from Mr. J. W.

Whitley, of Warrenton, Georgia, is so
pertinent to the present cotton question
that I am reproducing it for the benefit
|_of the readers of the Market Bulletin.

Brother Whitley overlooks one im-

portant matter which is the fact that
the Secretary of Agriculture in Wash-

ington controls: commodity evedit loans:
on cotton, that he fixes the unreason-
able. differentials between gr ades of cot-

ton and he also fixes so-called parity
_ priees on cotton. At the same time the

1

Secretary of Agriculture, the Attorney
General and the Secretary of Com-

_ merce control the Futures, Exchanges
under the Futures Commodities Act.

Warrenton, Ga.
August 30, 1947
Hon, Tom Linder,
Commissioner of Agriculture,
State of Georgia,
Atlanta, Ga. -

: Dear Mr. Linder:

[hold in my hand a clipping from

an Augusta Georgia Paper headed

out from New York with the State-
ment that Cotton Futures slumped

$3. A5 - to $3. 95 a bale on todays
Market, making a further statement
that Texas had Widespread Bene-
ficial Showers and that Cotton was
moving to the Market very rapidly.

It noes me so darn mad to rend
these articles from the New York
Exchange who use every diabolical
thought that they can produce to
_beat the price of Cotton down to a
point where the Cotton Farmers an
scarcely exist. You further know , .
that the Market has been going down
- almost every day for the last 10 days
when there is no excuse in the world
for this except that Anderson Clay-
ton Company and George McFadden
Company dominate and control the
Market. They can sell on the New
York Board Cotton down the River -
100 points every day for an entire
week. That same Gang will look
you square in the face and tell you
- that you have got to raise Cotton in
Georgia ona basis of the Cotton pre-
duced i in Egypt and India where they
ave Slave lahor. In my way. of Pan:

~ is to Federally Finance every bale of -

1948 and this band of Robbers cant RES |

ing these people are just simple wile
ful Robbers of the product of the Cot-
ton Farmers.

Further remember that Cotton is
~quoted Augusta Georgia Market at
33.47 for 15-16 Middling which is
$14.00 less than the same day last
year. Unless the Cotton Farmer is te

informed quickly to hold every bale

off the Market, it will be just too
bad. 1

Now is the time with the help: of
the Governor to request every Daily
Newspaper i in the State of Georgia to
fight this Crowd of Evil Men with
the only weapon we have and that

Cotton that is mad in the entire
State of Georgia. The Government
Lean is 28.39 on 15-16 Cotton and a
500 pound bale would be $140.00
that would be forthcoming to the

. Cotton Farmers on every bale of Cot-

ton that they grow, also have the
Farmers to understand that this Cot.
ton can be carried until July 31,

get their hands on this Crop until it
reaches 45c or 50c. pe

You probably ache that I spent
much of my own money last year
begging with all my soul for the
Farmers to Federally Finance their E
Crop until they squid receive 40c per _ fe
pound. : Soe

I sent a letter to every Governor
and every Commissioner of Agri-
culture in the 13 Southern Cotton
Growing States with argument along
the same line as the letter 1 am
sending you today.

Now what has happened the Writ-
er advocated 40c Cotton and not to |
sell it and I was so confident of 40c ae
for Cotton that I bought back from Be
the Government my 1945 Crop and
my 1946 Cotton Crop and held the |

800 Bales until early in August when

there was such a demand for Cotton
when there wasnt any Cotton, then
Anderson Clayton Company bid up
to 40c per pound in Augusta, Georgia
and I called up over the Phone my
Cotton Factors and closed out my 2
Crops of Cotton at 40c per pound
basis.

Now: at this particular time there
is no Cotton on the market of con-
sequence except the eee 1947 -
Crop. - a

In Hicavene - Name, PLEASE,
'PLEASE, PLEASE, lets not permit
the Money Power of the Big Export-
ers and Cotton Brokers to wilfully
take our Cotton away from us.

Cotton is the Major money crop of
our State and we may never have an-
other opportunity to be in a position
to command 50c per pound for our
Cotton.

I will very much appreciate your
reaction after giving this matter
your Mature Consideration.

I expect to carry my 1947 Cotton.
and should make 700 Bales, Live or
Die, Sink or Swim until July next
year.

I trust both the Governor and your-
self will leave nothing undone in giv-
ing the publicity necessary to assist
your Cotton Farmers im receiving
50c per pound for their Cotton and
it can be done.

i

Very respectfully,
J. W. WHITELEY.,

Warrenton, Georgia.

Tf we subtract | 759,230 bales from li,-
"844,000 bales, we would have a pros-
pective erop-in 1947 of 11,084,770 bales.
This is 764,230: bales less than the
government estimate of September 1 ae

In the first part of this article, we
showed you that acording to the gov- |

aecording to the average condition over.

a period of ten years and based on an
fcreage of 24,143,000, that the
crop is in prospect 11,511,000 bales.

Here-we have shown you that in ac-
cordance with the governments
dition and estimate as of August 1, and
September 1, of each year and based
_upon the difference between such esti-
mates and the final ginners report, we
now have in prospect a crop of 11,084,-

If we take the eee the result of

we have a prospect of 11,297,000 bales:

THE PRICE OF COTTON

On August 1, 1946, according to the -
United States Department of Agrigult-

ure, there was on hand, out of the 1945

and previous -erops, 7,600,000 bales. |
There was at that time the 1946 crop

to be hary ested which turned out to be
8,640, 000 bales. This gaye a total sup:

ply in the fields, warehouses, ee of
16,240,000 bales. =

As of August J, 1947, there. was - ae

carry-over of approximately 2,500,000 -
bales of 1946 and previous crops. Tf the |
governments present estimate of ds

849, 000 bales should turn out to be cor

ete., 14,349,000 bales. According i
eee fioures there are now l, 891, 000
bales ese: eotton in fields: ane Wales

~ houses than there were a year ago.

Tf my guess is correct and this years
crop fan out to be only, 11,297 es
bales and with a carry-over of only 2

500,000 bales, then the total cotton Ou

ed and i in the fields amounts to ouly
