VOLUME 29
WEDNESDAY, FEBRUARY 13, 1946
_ Editorial By TOM LINDER
I am in receipt of the following let-
ter from Honorable H. L. Wingate,
President of the Georgia Farm Bureau
Federation, which is self explanatory.
Mr. Wingates letter and statement
enclosed by him carries a lot of valu-
able information for the farmers of the
State. For this reason, I am herewith
reproducing the letter and statement
for your information.
Macon, Georgia
February 4, 1946
Honorable Tom Linder
State Commissioner of Agriculture
Atlanta, Georgia
Dear Tom:
* 1 am. taking
thank you for your able support in be-
half of farm legislation at the recent
session of the Legislature, and especi-
ally to thank you for your assistance
in behalf of the gasoline refund tax
bill, which is now a law in this State,
and which will save the farmers of
Georgia hundreds of thousands of dol-
lars without causing the State any loss
of revenue.
The use of gasoline in tractors in-
stead of heavier fuels will reduce the
wear and tear of the motors in the farm
tractors at least fifty per cent, especi-
ally in the cultivation of crops. This
Will in itself be a saving of many thous-
ands of dollars.
incentive for the farmer to mechanize
his farm.
I have consulted with officials of the
Motor Fuel Tax Division in the Reve-
nue Department concerning the opera-
tion and enforcement of the law to re-
fund gasoline tax to farmers and I am
attaching hereto .a statement of the
conditions with which farmers must
- comply insofar as it is now possible to
ce determine just what those conditions

subject to change.
I also want to congratulate you on
the information given the farmers and
the general public in regard to the
pulpwood situation in the South. The
OPA in Washington is doing nothing
less than discriminating against the
pulpwood producers in the South when
types of wood varying as high as $9.65
a cord or $6.75 per unit. The Farm
Bureau has been demanding of OPA
for the past two years that this injus-
tice be corrected.
The. information carried in the
Market Bulletin was absolute facts and
with this information reaching so many
people I feel that it will be of great as-
sistance to us in our fight for a price
on our southern pulpwood in line with
other sections.
Thanking. you again for your as-
sistance, I am
Sincerely yours,
H. L. Wingate, President
Farm Bureau Federation.

When soil crumbles like this, its
, dry enough to Shae.
As soon as frost is out of the
ground, say all the garden books,
and the soil is sufficiently dry,
its time to spade.
It is easy to tell when the frost
is out, because the soil, which was
as hard as a brick, becomes soft
and muddy, so that at first you are
in danger of sinking in up to your
ankles when you walk on it.
- Every gardener is anxious to get
started as soon as possible, and
there is danger that this impatience
may cause him to work his soil be-
fore it is ready, a mistake which
may cause srious difficulties which
will last all season,
Then how can he tell the very
earliest moment when it is safe to
spade?
The most reliable test is a simple
-onecall it the mud-pie test. Pick
up a handful of soil and pat it be-
tween your palms as you used to do
an childhood; if it holds together

restore the right degree of moisture.
When soil makes a mud pie, its
too wet te work.
and makes a nice mud-pie, then it
is too wet to spade. Keep off-soil
when it is in this condition, lest you
form clods which will prove trouble-
some all summer, :
The more Clay the soil contains,
the more injury it will suffer if
spaded when too wet. Yet clay
soil should not be worked too dry;
in fact, you can seldom spade it
then, for it is too hard.
There is a point between the two
extremes when a handful of soil,
patted between the palms, will
crumble. Itis not dry, but slightly
moist, yet not wet enough to hold
together in a mud-pie. At this point,
even clay can be spaded easily,
and will break up without forming
clods.. When the test indicates that
this favorable condition prevails, do
not delay spading, otherwise the
soil may dry out unduly, and com-
pel you to wait for heavy rains to
GA. LEGISLATORS REQUEST UNIFORM
_ PRICE ON ROUGH PINE PULPWOOD
Sponsored by the Georgia
Farm Bureau Federation, and
strongly endorsed by Governor
Ellis Arnall the Georgia Gen-|
eral Assembly. passed a resolu-
tion at the January session call-
ing upon the Office of Price Ad-.
ministration to fix a uniform
ceiling on pulpwood that would
apply to every section of the
United States.
It was shown in the resolution
that a difference -of $6.75 per
unit for rough pine pulpwood,
FOB cars at shipping point, has
been approved by OPA: This
~ eondition was condemned by the:

on the Congress of the United

steps to prevent the Office of
Price Administration from dis-
_ eriminating against Southern
pulpwood growers, and that a
ceiling price on rough pine pulp-
wood be uniformly placed at

$16.25 per unit . The pres-
ent ceiling price on pulpwood
in the South is $9.50 per unit
while the same product in the
- Northern states carries a ceiling
price of $16.25 per unit.
