to the exclusion of states rights.

Mr. Clayton of Anderson-Clayton Cotton
mpany was in recent months appointed as As-
tant Secretary of State in Washington. You

will recall that this company was the prime mov-.

er in the development of the cotton growing in-
dustry in Brazil and other South American coun-
tries a few years ago.
_ According to Senator Downey, Democrat of
Jalifornia, the Anderson-Clayton Cotton Com-
pany is financing some of the cotton- growers in
lower California which is a part of Mexico.

According to Senator Downey, the increas-
d production of cotton in Mexico ag a result of

i

is Treaty is around one million bales per vear.

It must be remembered that the making ae

ade agreements which gives the power to low-

e tariffs is largely in the Secretary of State.

For this reason, Mr. Clayton as Assistant Sec-

retary of State is in position to handle this Mex-
in cotton hack inte the United States.

Over 550.000 acres of the Mexican lands that |?
will benefit from this water supply are owned
by W. . Jenkins, Expatriate American living

Mexico City, who in 1918 nearly had this coun-
ry and Mexico at war fue to his operations

ere. (Testimony Atty. Gen. Kenny of Calif.

Assistant Secretary of State, W. Z: Clayton

es cotton erop financing, eotton ginning and

onseed pressing in the area. (Testimony of

Dept. Atty. Frank B. Clayton, Page 148

The Treaty prevents the fulfillment of

pany does more than 75% of the cotton erop fi-|

nancing and handling in the area,

_Mr. Clayton outlined the free trade program
under which goods will move throughout the
Amerieas without tariff barriers in his speech
before the Mexico City Conference. Such-a pro-
eram would let all Mexican cotton enter this
country free of duty. In any event it will com-
pete in world markets with our cotton.
