- Jn the Market Bulletin of January 6, 1943, I showed
hat we had 10,942,606 bales of low grade cotton out of a
otal supply of 22,950,000 bales. This left a total of 12,-
07,394 bales that can be used by the mills on their present
+t up. I further showed that, at the end of the 1942-43

son, there would not be one bale of spinable cotton on
d but in fact, we would lack 700,000 bales having
ough cotton for the mills to run full time until the 1943

~ Later in the year, when federal authorities stated that
3 crops would be the largest on record, I again informed
he readers of the Market Bulletin that the cotton crop
ould be much lower than the preceding year.
Tf the law of supply and demand had been followed in
ordinary course of events, the price of cotton would
now be above 30 cents per pound. This price would have
een more in keeping with the cost of production and
ould have allowed the farmers a fair return for their

labor.

lanta, Georgia. This report shows the 1943 crop to be
1,478,000 bales against 12,817,000 bales in 1942.
This report of the War Food Administration con-
ies: The carry-over, however, is likely to be less than
ear earlier because the total 1943-44 disappearance (do-
estic consumption plus exports and destroved) is ex-
ected to exceed the 1943 crop.

The Secretary of Agriculture has full control over de-
termining parity prices for cotton which is the basis for
government loans through the Commodity Credit Corpora-
tion. | oe
This setup gives the Secretary of Agriculture com-
plete control over the price of cotton. oe
The United States Secretary of Agriculture is the sole
reason that cotton does not go up. The United States Sec-
retary of Agriculture.is the sole influence that is keeping

_ CROP REPORTS _ :
Everyone knows that the prices of New York futures

contracts are controlled by three factors.

First, is the prospective size of the crop. Second, is
the amount of old cotton carried over. Third, is the amount
of cotton being consumed annually. a

: The Secretary of Agriculture issues crop estimates.
Tost August and September, just when this years ero]
was coming on the market, the Secretary of Agriculture
ssued crop estimates showing a prospective crop largely;
') excess of what the ginning figures now reveal. This, of
course, caused cotton futures to go down on the N ew York
Cotton Exchange. | -

| DOG TAIL CARRY-OVER ce
Every report that is sent out on the supply of cotton
counts the 10,000,000 bales of low grade cotton and dog-
tail cotton. This makes it appear that the supply of cotton
is just twice as large as the supply actually is.

Showing a double supply of cotton likewise causes
apes contracts to go down on the New York Cotton K
change.
