TOM LINDER. AGRICULTURE COMMISSIONER WEDNESDAY, DECEMBER 22, 1943 | uh _ EDITORIALBy Tom Linder - Jn the Market Bulletin of January 6, 1943, I showed hat we had 10,942,606 bales of low grade cotton out of a otal supply of 22,950,000 bales. This left a total of 12,- 07,394 bales that can be used by the mills on their present +t up. I further showed that, at the end of the 1942-43 son, there would not be one bale of spinable cotton on d but in fact, we would lack 700,000 bales having ough cotton for the mills to run full time until the 1943 Op came in. : ~ Later in the year, when federal authorities stated that 3 crops would be the largest on record, I again informed he readers of the Market Bulletin that the cotton crop ould be much lower than the preceding year. Tf the law of supply and demand had been followed in ordinary course of events, the price of cotton would now be above 30 cents per pound. This price would have een more in keeping with the cost of production and ould have allowed the farmers a fair return for their labor. WHAT THE WAR FOOD ADMINISTRATION i. NOW SAYS -T have before me the weekly Cotton Market Review, sued by the War Food Administration and Food Distri- | bution Administration, under date of December 11, 19438, at lanta, Georgia. This report shows the 1943 crop to be 1,478,000 bales against 12,817,000 bales in 1942. This report of the War Food Administration con- ies: The carry-over, however, is likely to be less than ear earlier because the total 1943-44 disappearance (do- estic consumption plus exports and destroved) is ex- ected to exceed the 1943 crop. WHAT IS KEEPING COTTON DOWN Lets see what is keeping cotton down. There is every. eason in the world why cotton should go up. There is only one thing keeping it down. Lets see what that one thing hat is keeping cotton down. _ Z THE SECRETARY OF AGRICULTURE, NEW YORK TTON EXCHANGE AND COTTON GAMBLERS a The Secretary of Agriculture has full control over the w York Cotton Exchange. : The Secretary of Agriculture has full control over the Livestock Sales, Georgia Auction Markets Reports received at this office show following average prices paid - for No. 1 hogs at the Livestock Auction Markets named: ea December 16, 1943 Atlanta Collards, per doz. bunches -.Mustard Greens, per bu. hprs. The United States Sec- retary of Agriculture.is the sole influence that is keeping cotton down. . Lo _Lets see how the Secretary of Agriculture keeps cot ton down. . fee ag _ CROP REPORTS _ : Everyone knows that the prices of New York futures contracts are controlled by three factors. First, is the prospective size of the crop. Second, is the amount of old cotton carried over. Third, is the amount of cotton being consumed annually. a : The Secretary of Agriculture issues crop estimates. Tost August and September, just when this years ero] was coming on the market, the Secretary of Agriculture ssued crop estimates showing a prospective crop largely; ') excess of what the ginning figures now reveal. This, of course, caused cotton futures to go down on the N ew York Cotton Exchange. | - | DOG TAIL CARRY-OVER ce Every report that is sent out on the supply of cotton counts the 10,000,000 bales of low grade cotton and dog- tail cotton. This makes it appear that the supply of cotton is just twice as large as the supply actually is. Showing a double supply of cotton likewise causes apes contracts to go down on the New York Cotton K change. FIXING OF PARITY PRICES of cotton. The parity price as now fixed by the Secretar; ) of Agriculture is little more than one-half of actual parity, * The fixing of this fake parity price for cotton likewis forces quotations down still further on the New York Hix~ change. : ee COMMODITY CREDIT CORPORATION | The Secretary of Agriculture through the Comamodity, Credit Corporation widens the differentials between grades of cotton. aoe Widening the differentials between grades for goy- (Continued on Page Two) Fresh Fruits and Vegetables December 17, 194 December 8 (Wednesday)Rome _.-.---- December 9 (Thursday)-Valdosta December 10 (Friday)Thomasville December 13 (Monday)Sylvester ~~ December 14 (Tuesday)Nashville .__-- December 15 (Wednesday)Arlington __..-.--- December 15 (Wednesday)Moultrie ........----------- PAGE Two. This likewise carries the quota- tion of futures contracts on the New York Cotton = Exchange still lower. Then, when the farmers hold their cotton off the market as they are now doing and the cotton market begins to show signs of, going up, the Sec- retary of Agriculture threatens to dump govern- nent holdings of ee on the market. THE OFFICE OF PRICE ADMINISTRATION he Office of Price Administration has not fixed a ceiling price on cotton directly but has fixed a ceiling : peed. price on cotton yarns and cotton This indirectly places a ceiling on cotton. The Office of Price Administration, insofar s s agricultural products are concerned, is under control of Mr. Marvin Jones, War Food. Adminis- _ This gives Mr. Jones and tn Wickard abso- lute, complete and despotic control over the wel- fare and future of American farmers. This is a government of men and not of ee a Such conditions are intolerable to men who 2 still have the will to be free. = The American farmer can change this condi- tion within 12 months and I believe he will.
