net loss to the farmer of 32 per cent.
Column 3, line A and line D, shows that the in-
come of people who do not live on the farm, and who,
A
do not come under the head of labor, increased a
_ 100 of the parity period to 140. An increase of 40
per cent average to business professions, salaries, etc.
Column 4, line A and line D, shows that labor
other than farm labor increased from 100 to 247. An
increase of 147 per cent ayersee to all labor not on
farms. :
If we add the figures across the page in Column
-8.and Column 4, line A and line D, and average them
by dividing by two, we find that the income of all
people other than those on the farm has increased on
an average from 100 of the parity period to 193. All
non-farmers averaged an increase of 93 per cent,
while the farmers lost 22 per cent.
If we use the last period of ten years and nine
months, we find that the farmers buying power
stands at 105, Column 2, line D, while the buying
power of all non- farmers stands at 193, Column 5,
line D, leaving the farmer 88 per cent under actual
parity on cash markets, during the last ten years and
ine months ending September 30, 1941. We find
that by adding 88 per cent to present cash market
prices, the following figures would *epresent actual
parity prices for farm products as of today.
You will note these are

ty period of 1910 to 1914.
_ If we use the parity period of 1910 to 1914 and
Iso the period of January 1, 1931 to September 30,
941, then we take 100, Column 2, line A; which rep-
esents average prices received by the farmer during
the parity years and add it with 105, Column 2, line
), which represents the average prices received by
ne farmer during the period from January 1, 1931 to
eptember 30, 1941 and divide by two. We find
MARKET BULLETIN
: hat the figure 102, Column 2, line E, represents the'
uying power of the farmer today.
The prices of what the farmer sells stands at
02, Column 2, line E. |
- In Column 5, line E, we find that the buying
ower of all people not on the farm is 146. The
armer stands at 102. All those not on the farm
tand at 146. The farmers buying power is 44 per
ent. less than that of all non-farmers, on an average.
Therefore, to arrive at parity prices based on
910 to 1914, and on the period of ten years and nine
nonths, we. have to add forty- four per cent to pres-
ent cash market prices. This gives the following
parity prices based on the two periods:
Note these prices are

by farmers for crops.
It igs easy to see from the above that actual
arity based on today, parity equalizing the farmer
vith all other people as of today, would require a
aise in present market prices of 88 per cent.
While parity based on 1910 to 1914 period, and

shortage of shipping that this oil from the Philippine
Islands and East Indies Islands has been cut off.
As a result there is an urgent need today for the
production of oil, and the Triple A Administration has
taken the bridle off for the production of peanuts in
1942 for crushing purposes.
This was a very wise decision of the Triple A,
and I sincerely hope that the realization of the need
for producing food crops at home will lead to the
further loosening of restrictions on American farm-
ers to produce farm crops for national defense.
We should not only plan to produce an ample
supply of peanuts and other oil crops for 1942, nor
indeed should we limit our planning even to the dura-
tion of this emergency. We should plan to produce
oil in abundance as a permanent program of national
defense and of agricultural prosperity, which means
prosperity for the whole country.
Tax Should, Be Repealed
Under the present law there is a tax of three
cents per pound on peanuts that are sold over and
above the producers quota for other purposes than
crushing.
The exemption from taxes on peanuts for crush-
ing purposes should be extended to cover peanuts
that are sold for planting. Unless this is done there
is danger that when planting time comes next year
farmers will be compelled to lpay three cents per
pound tax for planting peanuts.
I am calling this matter to the attention of Con-
gress and I feel sure that our representatives will
take proper steps to prevent such a hardship being
placed on our farmers who have to buy peanuts to
plant.
TOM LINDER,
Commissioner of Agriculture.
uary 1, 1931 to September 30, 1941, would necessi-
tate raising present market cash prices 44 per cent.
From. all of the above it is evident that all talk
of farm prices creating inflation is nothing but a
smoke screen to avoid the real issue. It is purely an
attempt to keep farm prices down. |
It is also quite evident to any unbiased mind that
harping about surpluses, so long as we continue to
import wheat, cotton and other farm products from
other countries, is also a smoke screen intended to
muddy the water.
It is quite apparent that we cannot gauge fair
prices for farm commodities by what they brought
durimg the other World War, because during the five
year period from 1915 to 1919 the income of those
not on the farms stood at 133, Column 5, line B, while
today it stands at 193, Column 5, line D.
Column 5, line E, shows the non-farmers income
today to be 146. During the five years war period
of 1915 to 1919, Column 5, line B, non-farm income
was 133. This shows a net increase to all non-farm-
ers over the war.period of 13 per cent.
The farmers income, as shown by Column 2,
line B, during the war years, was 161.
Today, the farmers income, as shown by Column
a line E, is 102.
The farmer has lost 59 per cent.
As of today the non-farmer is 13 per cent above
the war period, while the farmer is 59 per cent be-
low the war period.
An increase of 44 per cent on present market
prices, furthermore, would only give the farmer ap-
proximately the same. percentage of national income
that he did receive cunis the parity period of 1910
to 1914.
Under these eoudions I helieve that the farm-
ers should contend for an increase of not less than 44
per cent, which means:

Some weeks ago, I carried an article in the Mar-
ket Bulletin showing that for a farmer to be able to
buy the same commodities today that he bought in
1910 to 1914, the prices of basic farm crops would
have to be as follows:
Cotten og SS $44 Oats oe .56
Wee oo 1.64 Steers, No. 1. |.14
COM eo a -99
At that time I suggested that 33 1-3 per cent
should be added to these prices to take care of re-
duced acreage and modern necessities such as cold
storage, electric lights, etc., in order to ane at
actual parity.
The addition of 33 1-3 per cent resulted in the
