All non-farmers averaged an increase of 93 per cent, while the farmers lost 22 per cent. If we use the last period of ten years and nine months, we find that the farmers buying power stands at 105, Column 2, line D, while the buying power of all non- farmers stands at 193, Column 5, line D, leaving the farmer 88 per cent under actual parity on cash markets, during the last ten years and ine months ending September 30, 1941. We find that by adding 88 per cent to present cash market prices, the following figures would *epresent actual parity prices for farm products as of today. As a result there is an urgent need today for the production of oil, and the Triple A Administration has taken the bridle off for the production of peanuts in 1942 for crushing purposes. This was a very wise decision of the Triple A, and I sincerely hope that the realization of the need for producing food crops at home will lead to the further loosening of restrictions on American farm- ers to produce farm crops for national defense. We should not only plan to produce an ample supply of peanuts and other oil crops for 1942, nor indeed should we limit our planning even to the dura- tion of this emergency. We should plan to produce oil in abundance as a permanent program of national defense and of agricultural prosperity, which means prosperity for the whole country. Tax Should, Be Repealed Under the present law there is a tax of three cents per pound on peanuts that are sold over and above the producers quota for other purposes than crushing. The exemption from taxes on peanuts for crush- ing purposes should be extended to cover peanuts that are sold for planting. Unless this is done there is danger that when planting time comes next year farmers will be compelled to lpay three cents per pound tax for planting peanuts. I am calling this matter to the attention of Con- gress and I feel sure that our representatives will take proper steps to prevent such a hardship being placed on our farmers who have to buy peanuts to plant. It is purely an attempt to keep farm prices down. | It is also quite evident to any unbiased mind that harping about surpluses, so long as we continue to import wheat, cotton and other farm products from other countries, is also a smoke screen intended to muddy the water. It is quite apparent that we cannot gauge fair prices for farm commodities by what they brought durimg the other World War, because during the five year period from 1915 to 1919 the income of those not on the farms stood at 133, Column 5, line B, while today it stands at 193, Column 5, line D. Column 5, line E, shows the non-farmers income today to be 146. During the five years war period of 1915 to 1919, Column 5, line B, non-farm income was 133. This shows a net increase to all non-farm- ers over the war.period of 13 per cent. The farmers income, as shown by Column 2, line B, during the war years, was 161. Today, the farmers income, as shown by Column a line E, is 102. The farmer has lost 59 per cent. As of today the non-farmer is 13 per cent above the war period, while the farmer is 59 per cent be- low the war period. An increase of 44 per cent on present market prices, furthermore, would only give the farmer ap- proximately the same. percentage of national income that he did receive cunis the parity period of 1910 to 1914.
