The marketing. of the products of the farmer is a pocilign

keting problem.

The manufacturer can regulate the amount of finished
ds at any figure he desires. There is no way by which the
er can regulate what he produces.

Until a few years ago it was the common opinion that the
on farmers could not regulate the amount of their crops
because the farmer was unorganized,

So strong was this belief that a few years ago we instituted
system of so-called crop control. The Triple A was created,

What has been said of the production of cotton in a gens
eral way applies to the production of all other commodities, For
instance, if a crop of corn and peanuts is short, naturally the
cost per bushel is increased. If the corn and peanuts are hogged
down, naturally the cost of hogs produced is correspondingly
increased, while with a bumper crop of corn and peanuts hog-
ged down, the cost of the hogs is correspondingly lowered. =

In most cases the great majority of city consumers highl
over estimate the income of the farmers. This is not the fault of
those who live in the cities because they naturally judge th
farmers income by what they have to pay for farm products in
the city. ee

The facts are, however, that there is little relationahia! e~
tween the cost of finished farm products in the city. and t
price that the farmer receives for raw farm produets.

-During the last year farmers who had hogs to sell receiv da
an average of around 61!4c per pound. During the summer, when
there were few hogs for sale, the price of hogs advanced te
around lic per pound.

The price of packing house products advanced in line with
lic hogs, and the city population, of course, has to pay the pre~
vailing price on a basis of llc hogs. But the farmer who rais
those hogs only received about- 614 per pound, or a little more
than 50% of the price on when packing house pe are
being sold.

In practically all farm products there is a wide range of

: middiemen s profits, state and federal taxes, etc., which causes

finished product has advanced in price before the
armers crops go up correspondingly.
In like manner, when prices are going down it
is the raw product produced by the farmer that al-
ways goes down first.

In this connection, the Commissioners of Agri-:

culture of the southern states met in Memphis, Ten-
nessee, a a few days ago to discuss prices and price fix-
of agricultural products, I submitted a plan to
meeting which is based on the average prices, net

y of farm products, but of manufactured com-

modites over the ten year period from 1920 to 1929. '

The plan would require that the prices of all,
Eo riodities and products be placed in the same
relative Shs as mer were during the ten year,
period.

a This plan would ee fix any hard and fast price,
on cotton or other products. It would merely require.
that the relative positions be maintained. It would
provide that as finished products went up cotton and
other agricultural products would go up accordingly,
and that if farm products and other raw materials/e
went down that the finished products would also go

down in the same relative proportion.

This plan was adopted unanimously -by the
Southern Commissioners of Agriculture who hope to
have it adopted in the national scheme of things,
especially during the period of National Defense.
Nothing is more important to the National De-

mse than the adequate production of feed, food and
lothing crops. And, it would be unreasonable to ex-

pect adequate production of these crops without a

sonably fair price is maintained to the farmers.

_ Since the horse and buggy days of 1913, prices
of manufactured products have increased to the con-
sumer an average of 92%. During the same period
the price of products which the farmer grows has
increased only 25%, so that if the farmer was per-
mitted to produce full crops he would have to get
24 for cotton, $1.64 for wheat, and other crops in
proportion to be able to buy the same supplies that
he was able to buy in 1913. But, with his production
cut one-third and with modern conveniences of tele-
phones, electric lights, cold storage, etc., to pay for,
he would have to get at least 33 1-3% more to be able
to. maintain the same standard of living at the
armer had in 1913

see that the farmer only received about 30% as much
