Agricultural Adjustment Administration
The Agricultural Adjustment Act of 1938 see
to help tobacco farmers stabilize income and su
_ plies at fair levels.
As a means of keeping supply in line with
mand at fair prices to producers, the new Act |
vides for marketing quotas in years when an a
normally excessive supply of any kind of tobacco
exists, with penalties for marketing over the quotas,
The quota for each kind of tobacco would be th
number of pounds the farmers could sell ut
penalty.
For 1938, the Secretary of Agriculture, ca
ing out the provisions of the Act, has found that
the supply of flue-cured tobacco is in excess of the
reserve supply level. Consequently, he has a
nounced. a 1938 marketing quota for flue-cured to-
bacco of 705 million pounds. =
A referendum will be held on March 12 among
the growers of flue-cured tobacco to determine
whether or not the farmers favor or oppose the q
ta. If more than one-third of the farmers votin
_ the referendum oppose . At, the quota will n
effective.
The supply of any kind of tobacco is the ca
over plus estimated production during the curren
_marketing year, while the reserve supply level
the normal domestic consumption and exports plus
normal carryover plus 5 per cent,
If the marketing quota is in effect, the nation
marketing quota will be apportioned among the
states producing that kind of tobacco. In each

of these states the local committees of farmers now helping
eonduct the Agricultural Conservation program will distrib-
ute the quota among individual farmers.
In recommending quotas for individual tobacco farms,
the local committees are required to take into consideration
_ several important factors, These include the past marketings
of tobacco, adjusted for abnormal weather and plant bed di-
seases; land, labor, and equipment available for production
_ of tobacco; crop rotation practices; and the soil and other
_. physical factors affecting. the production of tobacco.
All tobacco m_ arketing quotas will be in terms of
pounds. There will be no tobacco acreage quotas under the
new Act. The acreage allotments set up under the 1938
_ Agricultural Conservation Program will serve as a guide to
help individual farmers keep production in line with the
- marketing quotas, In Georgia, it is estimated that from
_ 71,000 to 74,000 acres will be needed to produce the states
allotted poundage. :
The provisions for regular tobacco producing farms are
such that the marketing quotas cannot be less than the aver-
age production (including diversion) during the past three
years, if, in the case of flue-cured tobacco, this acreage is
_ 3,200 pounds or less. If the average production (including
_ diversion) has been more than 3,200 pounds for flue-cured
aes the marketing quota cannot be less than 3,200
nds. : =
g The Act specifies that the quota for a farm on which
tobacco is produced in 1938 for the first time in five years
ds not to exceed 75 per cent of the quota which would be
given similar regular tobacco farms. Se
In years when the marketing quota is in effect, a pen-
- alty will be imposed on tobacco marketed in excess of the
quota for the farm. This tax will be the higher of the fol-
_ Jowing: In the case of flue-cured, 50 per cent of the market
price or 3 cents a pound. The tax must be paid by the per-
sen who acquires the tobacco but it may be deducted from
_ the price paid to the producer, :
oe Provision is made in the Act for the transfer of pound-
age allotments from one grower to another under regula-
_ tions issued by the Secretary of Agriculture. z
_ EMERGENCY CROP AND FEED
aS - LOANS
5 Applications for emergency crop and feed loans for 1938
are now being received at County Agents offices by repre-
sentatives of the Field Supervisor as the Emergency Crop
and Feed Loan Section of the Farm Credit Administration-
~. The loans will be made, as in the past, only to farmers
who cannot obtain credit from any other source. The money
Joaned will be limited to the farmers immediate and actual
- eash needs for growing his 1938 crops or for the purchase
of feed for livestock, and the amount which may be loaned
to any one farmer in 1938 may not exceed $400.
Farmers who can obtain the funds they need from an
individual, production Credit association, bank, or other
- eoncern are not eligible for crop and feed loans from the
_ Emergency Crop and Feed Loan Section of the Farm Credit
_ Administration, The loans will not be made to standard re-
_ habilitation clients whose current needs are provided for by
_ the Farm Security Administration, formerly known as the
- Resettlement Administration.
se As in the past, farmers who obtain emergency crop and
- feed loans will give as security a first lien on the crop fi-
- nanced, or a first lien on the livestock to be fed if the mon-
ey borrowed is to be used to produce or purchase feed for
livestock, ES
: Where loans are made to tenants, the landlords, or oth-
ers having an interest in the crops financed or the livestock
_ to be fed, are required to waive their claims in favor of a
tien to the Governor of the Farm Credit Administration until
the loan is repaid. : :
BS Checks in payment of approved loans will be mailed
_ from the Regional Emergency Crop and Feed Loan Office
at Columbia, South Carolina. _
SWEET POTATO CULTURE
x We have before us a fifty-two page Bulletin No. 17, of
_ the Central Plain Experiment Station at Tifton, Ga., en-
titled Sweet Potato Culture in the Coastal Plain of Geor-
gia, which gives a most comprehensive study of this crop.
a We have not space at this time to give you its findings
in detail. A few of the high points among the recommenda-
tions are:
FirstSoil: A sandy loam soil with firm clay subsoil
is best, : Bea
cs SecondVarieties: Porto Rico for Southern markets and
_ Big Stem Jersey for the Northern markets,
ThirdSeed Potatoes: The growing of seed stock from
_ vine cuttings and planting on land that has not been in po-
tatoes for five years, so potatoes may be kept free from stem
rot, :
of plants is given especial attention.
_ FifthFertilizer: Results from different fertilizer form-
-ylae are given and an 8-4-6 fertilizer is recommended. The.
most profitable amount to use per acre was found to be 800
pounds,

Below we are listing the names and addresses
9 which they have been assigned to make inspec-
ons. This is a free service offered to the farmers
Georgia in order that they may have their fer-
lizer inspected. Wherever an inspection is made
an analysis is furnished by the State Chemist work-
ang under the Department of Agriculture, All that
ds necessary to obtain this service is to advise the
srtilizer inspector as soon as you have your ferti-
lizer delivered to your farm and he will call and
make the inspection. In writing inspectors, please
ive your postoffice address and if on a rural route
furnish him with the number. Also give him the
Gistance from your postoffice to your farm and any
other information that will assist him in locating
your place, We also call to your attention that
vhenever an inspection is made that it only applies
the number of sacks of fertilizer of the analysis
ampled actually on hand at the time the inspection
Ss made. Therefore, if you wish to have your fer-
tilizer sampled it will be necessary for you to no-
ify the inspector of your county as soon as ferti-
izer is delivered to your farm so that he can get a
mple before any of it is used.
It is a violation of the law for any fertilizer
manufacturer or fertilizer mixer or fertilizer dealer
o sell or offer for sale in this State any fertilizer
r fertilizer material that does not have the brand
ame and the guaranteed analysis printed on the
sack or have a source tag attached to the sack show-
ng the brand name and the guaranteed analysis.
It is also a violation of the law for any fertilizer
ompany or fertilizer dealer to sell or offer for sale
any fertilizer or fertilizer material that does not
have the State Fetilizer Tax Tag attached to the
package. :
The Department of Asriculture wishes to call
gia an amendment to the fertilizer law which was
_ passed at the recent session of the Legislature,
which is for your protection, we quote as follows:
Section 5-1406. Seizure of FertilizerAll
fertilizers or fertilizer material sold or offered
for sale in violation of law shall be condemned
d seized by the Commissioner of Agriculture
or his agents, and upon such seizure shall be
delivered or turned over to the Sheriff of the
County in which seizure is made, the same to
be held by such officer until released by the
Commissioner of Agriculture, or otherwise dis-
posed of as hereinafter provided, and for such
service such officer shall receive the same fees
as now provided by law in cases of attachment.
The Commissioner of Agriculture may, in his | 3
n, release the fertilizer or fertilizer
Columbus Roberts Announces Fertilizer. Inspections

ment to him, of the forfeiture hereinbefore pro-
vided (or such part thereof as he shall in his
discretion fix, not less than the minimum pre-
scribed), and if not so released such fertilizer or
fertilizer material shall be sold by the officer
having the same in charge on the order of the
court before whom conviction may be had, or
by the officer having any execution for fines
and costs in his hands, to pay any such fines or
forfeitures and the cost of prosecution made
under provisions of the Act, in the manner now
provided by law for sales under attachment or
distress, the moneys left from such fines and
fees shall be paid over to the manufacturer or
sold. All prosecutions under this section shall
be conducted by the Solicitor of the County in
which the offense shall be committed all such
seizure shall be made, who shall have a fee of
ten dollars for every conviction, to be taxed
against and paid by the party convicted.
