A Case in Point

Mr. Roberts and this Department are on record as
opposed to any increase in the freight rate on cot-
ton, and on December 20th Mr. Roberts presented
_our case and your case before the Public Service
Commission. :
In the first place, Mr. Roberts brought to their
attention the fact that the Georgia farmers are less
able to stand an increase in rates on cotton than in
many years; that in 1936 the number of bales pro- | |
duced in Georgia was 1,086,000 with a total value
for. lint cotton of $67,875,000. In 1937 the number
of bales was 1,490, 000 with a value of $64, $15,000.
This year, 1938, we have a crop of about 860,- -
000 bales which sold at from 8% to 9c a pound and
with the subsidy to cooperators, should bring the
farmers around llc or $47,300,000. This shows a.
loss of revenue of $17,815,000 in 1938 from 1937
and $20, 575,000 from 1936.
Mt. Roberts stated that while he had no foe
on the cost and profit of operating a railroad, he
doubted very much if the railroads had sustained
any such loss as the farmers of Georgia had this
year.. :
There was a lengthy dixoussion as to whether
or not the farmers paid the freight. To this Mr.

and common, $3.75 to $4. Canners, $3. 25 to $3.50

_ This was borne out with others testimonies be-
fore the commission so that it was pretty well set-
tled that the farmer did pay the freight, certainly
on the first haul to the concentration point or
wherever the local buyer disposed of that cotton.
In conclusion Mr. Roberts stated that any im
~ erease in these freight rates would add to the farm
