There is being shalled out over the State circulars ato
es to show farmers how to Vaccimate their own hogs
and offering to furnish syringes and needles to do the work
ith provided they buy a certain brand of serum. This serum
has been put in the hands of dealers and others to sell. Of
ourse it is all right for a farmer to vaccinate his own hogs and
elieve he can do it if he has had sufficient instructions, but
the price this concern is offering their serum and virus for,
is much higher than it can be bought elsewhere, their serum
priced at 55c for 100-cc and virus at $1.50 per 100-cc. The
Depariment of Agriculture is in position: to have furnished
fresh serum at 35c per 100-cc and virus at $1 per 100-cc. And
addition to this service the Department has caused Laymen
to. be trained and certified i in the use of serum and virus and
are - authorized to. buy it through the Department of Agricul-
ture at the nee just given above.

The Baby Chick Code was signed by President Roosevelt Sh
December 27th, and became effective five days later.
All commercial hatcheries and breeder hatcheries come und-
er the code provisions excepting hatcheries selling 500 chicks or
less in any one year, hatched from eggs produced on their own
farms. All hatcheries purchasing hatching eggs or doing custom
hatching come under this code. Everyone under the code will have.
~ to pay 15c per thousand incubator capacity, or a minimum fee of
$2.00, for administration purposes. Also all dealers must pay a
fee of $2.00 per year.
It has been provided that anyone violating any of the provis-
ions of this code is subject to a fine of $500.00, and $500.00 per
day for every day the violation continues, and six months im-
prisonment.
The Code is too voluminous to attempt to give you detailed
information here, as it covers everything with reference to baby

chick industry. However, we suggest that you write and get full
information and the Forms for making application for a compli-

farmers of Georgia, which was going into the profits of the serum
manufacturers.
At that time, you were keeping in the payroll of the State cat
least one man who -had plead guilty to a most serious offense
against the wife of a farmer who had called him to his farm for
professional work.
While acting as State Veterinarian, you and other Zeke
with you, after the State had gone to millions of dollars of expense |
to-eradicate cattle ticks, imported cattle frem Florida into Georgia
in order to profiteer by selling them as tick- free cattle in Georgia, |
and immediately thereafter there was an outbreak of cattle ticks
in South Georgia where these cattle were shipped, which the
State many more thousands of dollars.
The money which you spent illegally while the Commission
of Agriculture was helpless under. court orders to- prevent your
| doing it, constitutes a shortage which you are due the State, end
you are disqualified to hold any State office until this money is
paid back.
Instead of using the office of State Velennarian for the bene-
/ fit. of the farmers of the State, you have sought throughout your
tenure of this office to uSe it as an adjunct to the Albany Serum
Company, and whenever the Commissioner of Agriculture has
sought to compel you to carry out and discharge your duties as
State Veterinarian, you have sought to Snertens and harass him
with court orders.
Throughout the litigations that you hats instituted against me
as Commissioner of Agriculture, I have tried out of respect of the
Court to refrain from any statement or act that might be constru-
ed as disrespect to the court, but now that the litigation is ended,
i do not intend to be further harassed or bothered by you.
There is no appropriation, either to pay your Salary or that is
in any way subject to direction by you.
As Commissioner of Agriculture, elected by the people, it. is
my duty to carry out the laws relative to this- department, which
I propose to do without further interference from you, and this
is notice to you to stay out of this office and refrain from molest-
ing the employes of the department, and interfering with the dis-
charge of the duties of the Se and if you dont stay out,
I will put you out.
